Job Description

Summary

This job is for a senior human resources specialist who leads and oversees all HR activities for a large division in the U.S.

Army Corps of Engineers, including planning, policy advice, and staff supervision. It involves ensuring compliance with rules, analyzing HR trends, and guiding commanders on personnel matters.

A good fit would be someone with extensive HR management experience in a government or large organization setting, strong leadership skills, and the ability to handle complex team coordination.

Key Requirements

  • At least one year of specialized experience at the GS-12 level or equivalent, including planning HR activities, analyzing trends, and directing programs in position management, classification, pay administration, recruitment, placement, and labor relations
  • 52 weeks of federal service at the GS-12 grade (or equivalent) within the last 52 weeks to meet time-in-grade requirements
  • Competency in administration and management
  • Strong oral communication skills for providing policy guidance and training

About the Position: This is a permanent, supervisory position with the U.S. Army Corps of Engineers, Directorate of Human Resources. Duty Location Negotiable: This position requires on-site presence.

The selected applicant will be expected to report to a designated U.S. Army Corps of Engineers (USACE) office or field site, with the specific location to be determined upon hire.

Specialized experience is defined as: Plans all human resources management activities for an organization.

Analyzes trends in human resources management to assure maximum use of delegated human resources management authorities by top management.

Directs a program consisting of position management and classification, pay administration, placement and recruitment, and labor, employee-management relations for large organization.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Oral Communication Personnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Serves as Human Resources Strategic Advisor; responsible for planning, and exercising staff supervision over all human resources management activities for the Division.
  • Provides policy guidance and development for district and division Commanders in carrying out the human resources program.
  • Assures that periodic reviews of human resources management are conducted to assure compliance with various agency policies and procedures.
  • Provides training and development of staff and assigns work to determining work schedules and priorities.
