The primary purpose of this position is: To provide day-to-day supervision and direction of the Kinser Satellite Housing Office and serve as a housing manager who specializes in assignment, termination, and maintenance activities associated with Military Family Housing (MFH), following established procedures and instructions of the Chief, Housing Flight.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes comprehensive knowledge and skill in the application of housing management principles, concepts, and methodology to a variety of difficult and complex assignments involving the full range of housing activities including operations and maintenance, cost management and financial planning, assignments and use, inspections and special surveys, construction and improvements, management-tenant relations, referral services and furnishings management (including the special allocation for General Officer Quarters).
OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of transcripts with your application.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, and has at least one year of progressively higher level graduate education, but has not obtained a master's or equivalent graduate degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures.
Knowledge of appropriated fund budget system and the ability to justify budget submissions.
Knowledge of contracting provisions sufficient to ensure proper negotiations or commitment of government funds. Skill in analyzing, interpreting, and applying a wide variety of policies and procedures.
Skill in conducting regular or periodic audits or studies and evaluating results to assess accomplishment of program requirements. Ability to communicate effectively orally and in writing.
Ability to lead, manage, and supervise a staff. Skill in interviewing to obtain factual information and to explain housing polices and local procedures to military members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Probation Period requirements You will be required to serve a 1-year probationary period (OR "2-year trial period") during which we will evaluate your fitness and whether your continued employment advances the public interest.

Major Duties:
Directs and supervises the administration, occupancy, and termination of all permanent party housing, including GOQ/Senior Officer Quarters (SOQ) personnel for small to medium installation programs with a moderately complex housing assignment.
Performs a variety of MFH related management and staff advisory duties to include advising Wing, Group, and Squadron leadership/personnel on details related to existing MFH inventories and/or programs.
Provides day-to-day supervision and direction of the housing program for the Camp Kinser area, applying established procedures and instructions provided by the Chief of Housing.
Submits input for funding for units in the Southern area.
Performs and participates in periodic or unscheduled studies, surveys, reviews, audits, inquiries, and inspections; evaluates results; and recommends necessary actions for needed improvements.
Prepares annual and long-range plans for each GOQ.
