WHAT WE OFFER

Merit Increases: New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards.

Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

Educational Incentive: An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree.

Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III).

Vacation Accrual: New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

Flexible Workweek/Telework Schedule: We support a work/life balance by offering compressed work (e.g., 9/80 or 4/10 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.

Vacation Accrual– New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

Annual Leave Redemption: After 14,560 hours of continuous service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

Sick Leave: Full-time Regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

Health Plans: Full time employees are given a flexible credit allowance of up to $26,626.96 annually to offset the purchase of medical insurance for you and your dependents.

Employee only - $463.99 per biweekly pay period; Employee plus one dependent - $834.32 per biweekly pay period; and Employee plus family - $1024.11 per biweekly pay period.

Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

Pension Plan: Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.

Holidays: 12 paid days per year which includes a scheduled floating holiday.

THE POSITION
Under general direction, researches, analyzes and interprets information and data necessary to meet solid waste management objectives specifically relating to household hazardous waste; serves as the Household Hazardous Waste Administrator; supports the Construction Demolition Debris Recycling program; prepares written reports; coordinates and/or negotiates with others on programs; provides information to the general public; provides a variety of supported program and project recommendations for management consideration; maintains awareness of state solid waste and household hazardous waste rules and regulations; and performs related duties as required.

THE SUCCESSFUL CANDIDATE
The successful candidate not only possesses the minimum requirements of the position but also possesses some experience coordinating and managing events related to solid waste and household hazardous waste management; experience working with a variety of local, state and federal representatives and the general public; has the proven ability to identify issues, analyze information and resolve problems; and has strong interpersonal skills, and communication skills, both written and verbal. Additionally, the successful candidate possesses the OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

Requirements

Duties include, but are not limited to the following:

• Coordinates Hazardous Household Waste (HHW) and Electronic Waste (e-waste) collection events via contractors within unincorporated areas including Community Service Districts; ensures all HHW/e-waste reporting is submitted to CalRecycle/California Environmental Protection Agency (CalEPA), Department of Toxic Substances Control (DTSC) and Certified Unified Program Agencies (CUPA); ensures adherence of the County’s HHW and e-waste vendor contracts; and coordinates annual OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification for division employees.
• Maintains management of the County’s permanent HHW collection facility (Pollution Prevention Center); and ensures facility compliance with all local and state regulations.
• Coordinates HHW take-back, distribution and collection events in partnership with producers, stewardship organizations, or local agencies to meet Extended Producer Responsibility (EPR) requirements and expand public access to safe disposal options.
• Responds and provides HHW-related information to County employees, representatives from other agencies and the public regarding the Integrated Waste Management Division’s (IWMD) plans, programs, projects, applicable ordinances, policies, and procedures.
• Assists residents and contractors in complying with the County’s Construction and Demolition (C&D) debris diversion program; and attends related meetings as needed.
• Maintains and ensures the IWMD’s website contains accurate and the most current HHW and e-waste information.
• Maintains the used oil collection program at multiple offsite locations throughout unincorporated areas.
• Researches, compiles and interprets information and data; prepares a variety of technical reports and makes policy recommendations for division programs and projects.
• Ensures that multiple Closed/Inactive/Abandoned (CIA) dump sites within unincorporated areas comply with Local Enforcement Agency (LEA) and state regulations.
• Maintains management of the County’s annual Used Oil Payment Program (UOPP) grant; and researches and seeks other related HHW grant opportunities as applicable.
• Performs other related duties as required.

Payroll Title: Environmental Resource Analyst III

Environmental Resource Analyst III is represented by the Service Employees International Union (SEIU) and not eligible for overtime compensation.

Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE
Any combination of education and experience that has led to the required knowledge, skills, and abilities. This can be obtained by completion of a bachelor’s degree in environmental science, public administration, engineering, or a related field; AND at least three (3) years of experience in solid waste and household hazardous waste management. Solid waste/household waste management includes: planning and/or operations associated with the reduction, handling, processing or disposal of solid waste/household hazardous waste.

A master’s degree in environmental science, public administration, engineering, or a related field may be substituted for one (1) year of the required experience.

NECESSARY SPECIAL REQUIREMENTS

• Must possess and maintain a valid California driver's license; and
• Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED

• Possession of OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

SUPPLEMENTAL INFORMATION
Work is performed primarily in an office environment with occasional visits to waste handling, processing and disposal locations; and incumbents will be required to work approximately nine (9) Saturdays per year for work-related events in lieu of regular scheduled workdays.

KNOWLEDGE, SKILLS and ABILITIES
Thorough knowledge of: the principles, practices and techniques of solid waste and household hazardous waste management: waste reduction, handling, processing, diversion and disposal; resource recovery and source reduction programs; federal, state, and local laws, regulations and policies relating to solid waste and household hazardous waste management; research methods and policy analysis; and intergovernmental and interagency relationships.

Knowledge of: the principles of solid waste and household hazardous waste management protection programs including the Covered Electronic Waste (CEW) recycling program, California Environmental Protection Agency (CalEPA) and the Department of Toxic Substances Control (DTSC) Hazardous Household Waste (HHW); EPR principles and legislation as applied to HHW, including product stewardship programs for paint, batteries, pharmaceuticals and other hazardous consumer products; regulatory frameworks governing producer responsibility; the roles of producers, stewardship organizations, and local agencies in funding, organizing, and implementing collection, recycling and safe disposal systems.

Comprehensive ability to: analyze a variety of organizational and administrative problems; make sound policy, procedural, and programmatic recommendations; collect, compile, analyze and interpret data; read and analyze new and existing laws and regulations, program guidelines and policies; adapt and respond to emerging EPR legislation and new product categories; work independently and/or function as a project leader or program coordinator; identify state or federal grant opportunities, and submit applications for such; communicate clearly and concisely both orally and in writing; make effective public presentations; coordinate solid waste and household hazardous waste management events in partnership with contractors, stewardship organizations and local agencies; maintain effective working relationships with County employees, representatives from other agencies and the general public; and effectively use provided technology and software programs such as Accela and Microsoft Excel, Word and Outlook.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary, and Fixed-term), Extra Help and Intermittent vacancies for this position or similar positions only.
