Full Job Description
Serves as a crew leader and assists work crews in the construction and maintenance of roads and bridges. Assists maintenance workers in performing a variety of tasks for the Mowing Crew related to maintenance operations, including, but not limited clearing grass and small trees from the highway right of- way, routine mowing, removing large trees from the right-of-way, cleaning bridge weep holes, hauling debris and traffic control signs, moving spoil materials away from sites, removing trees, limbs, and weeds from around facilities and obstructions, etc. Assists other maintenance crews, as needed, with other maintenance operations to complete routine maintenance work and maintenance plans. Minimum business plan requirements include completing 6 cycles of primary route and 4 cycles of secondary route cutting during a mowing season, including cutting dirt roads twice a year and maintaining the maintenance shop yard, and 1 cycle of brush management cutting on all primary and secondary routes. Performs skilled highway worker functions and operates and supervises the operation of heavy, medium, and small equipment such as combination tractors with side mounted mowers, skid steers, slope mowers, dump trucks with trailers, backhoes, etc. Trains in the operation of other equipment. Performs duties of the mowing foreman, when the foreman is unavailable. Assists in inspecting work performed by crews. Assists in instructing crews in proper construction methods and safety procedures, including traffic controls. Assists in monitoring work stages to ensure jobs are properly completed in a timely and safe manner, and ensuring all work meets Department Guidelines, Policies, and Procedures. Assists in evaluating job site locations, investigating work requests, investigating vegetation along routes, and determines work to be performed. Assists in developing schedules for work to be performed. Assists in placing traffic control devices to properly set up a maintenance work zone according to the SCDOT Work Zone Traffic Control Manual and Field Guide. Assists in flagging traffic in work zones during roadway repair and mowing operations to control flow of traffic to protect workers, general public, and equipment. Flags traffic using sign board and/or hand held flags. Operates and supervises the operation of small engine equipment such as chain saws, weed eaters, pole saws, tampers, and pavement breakers as needed. Performs duties using manual labor in maintenance operations as needed. Assists in compiling accurate information for daily, weekly and monthly reports and records. Assists in completing timesheets. Assists in entering data from Daily Work Reports (DWRs) into the Highway Management System (HMMS) Program daily. Conducts, supervises, and records daily preventative maintenance activities on all assigned equipment and vehicles to ensure that equipment is greased and lubricated, proper coolant and oil (engine and hydraulic) levels are maintained, hoses and belts are inspected for deterioration, tires are properly inflated, and no leakages are present to get maximum utilization of equipment. Conducts pre-trip and safety inspections on all assigned vehicles and equipment. Reviews vehicle maintenance records and reports needed for maintenance. Assists in coaching, counseling, and training employees. Assists in implementing management policies and initiatives and promoting teamwork. Serves as on-call crew leader on a rotating basis to handle emergency, after hour’s calls. Provides snow and ice removal maintenance services and operates both anti-icing and removal equipment (snow plows and sand and salt spreaders) during inclement weather operations; may include being available for extended hours or 12-hour shifts. Performs other related duties as assigned. Requirements
Two (2) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required upon entry to the position. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
