The Department of Transportation is actively looking to hire a Highway Foreman 2, a position that entails overseeing a general highway maintenance crew engaged in manual labor and the operation of heavy machinery.

The Highway Foreman 2 will be responsible for the comprehensive planning, execution, and completion of various project phases, ensuring that all assignments are carried out efficiently and effectively.

Requirements

In this position, you will be responsible for planning, scheduling, and directly supervising a team of equipment operators and laborers who utilize various heavy construction machinery and hand tools to carry out a comprehensive range of general highway maintenance tasks.

These tasks encompass activities such as patching, crack sealing, shoulder stabilization and repair, drainage pipe installation and cleaning, guide rail installation, roadway sweeping, litter collection, pothole filling, roadway widening, and addressing complaints through investigation and resolution.

Additionally, you will lead emergency responses to incidents involving snow and ice, storm damage, or vehicle accidents.

It is essential to maintain clear and accurate records of fieldwork activities, promptly reporting any unusual occurrences, crew injuries, or equipment accidents and damages.

You will also investigate highway-related complaints, responding swiftly and appropriately while reviewing and maintaining road log records to assess conditions in your assigned area, which will aid in effective priority planning for work operations and estimates.

Furthermore, you will recommend and schedule work scopes, workforce needs, and the procurement of equipment and materials to minimize downtime and enhance productivity.

Supervising and training crew members in the proper use of tools and equipment, as well as adhering to maintenance manuals and procedures, will be a key aspect of your role, ensuring that all materials and workmanship meet accepted specifications and standards.

You will also be tasked with selecting and directing appropriate work zone traffic control setups, taking the lead in fostering a safe work environment for yourself, your crew, and the motoring public by adhering to safety protocols and effectively utilizing equipment.

Promoting awareness of work area conditions and initiating proactive measures to prevent accidents and injuries will be crucial, as will the immediate reporting of any personal injuries or accidents, providing first aid when necessary, and ensuring that prompt medical treatment is available to mitigate the risk of further injury.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Highway Foreman 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in the performance of lead work or skilled tradesman duties on a highway maintenance or construction project; or
  • Any equivalent combination of experience and training.


Special Requirements:

  • This position requires possession of a valid Class C Pennsylvania Driver's License.
