Job Description

Summary

This job involves helping patients at a military medical facility by explaining their health insurance benefits, resolving complaints, and managing programs that support patient care and satisfaction.

It requires working with administrative rules and coordinating services to ensure smooth operations in a healthcare setting.

Key Requirements

  • One year of specialized experience in managing administrative operations or programs in a healthcare setting, ensuring compliance with policies, and resolving healthcare process issues (equivalent to GS-07 level)
  • OR a Master's degree or equivalent in hospital administration, public health administration, business, or public administration with healthcare coursework
  • OR a combination of graduate education and relevant experience totaling at least 100% of the requirements
  • 52 weeks of federal service at the GS-07 grade or equivalent within the last 52 weeks (time-in-grade requirement)
  • Eligibility under specific Department of Defense employment authorities, such as veterans' preferences, military spouses, or disability categories
  • Ability to counsel beneficiaries on TRICARE eligibility and benefits

Specialized Experience: One year of specialized experience which includes assisting in the management of administrative operations or programs within a health care setting, ensuring compliance of health care administrative directives and/or policies, and assisting with resolving concerns in health care system processes.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Function as the Medical Group Beneficiary Counseling and Assistance Coordinator for the Medical Treatment Facility by counseling beneficiaries on TRICARE eligibility and benefits, and coordinating with points of contact to meet beneficiary needs.
  • Oversee the Patient Advocacy/Customer Relations Program for the Medical Treatment Facility by resolving patient concerns, handling program operations, and training clinic staff on customer service.
  • Manage the administration, implementation, and surveillance of the Department of Defense medical service contract as the Contracting Officer’s Contract Liaison for the Medical Treatment Facility.
  • Resolve complex healthcare benefit problems as the Debt Collection Assistance Officer by understanding TRICARE programs and policies, regional contracts, and special benefits/demonstration programs.
