Base salary range: $62,107 - $80,737

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: In order to meet the basic requirement of the Health Systems Specialist, 0671 series, you must possess one of the following: 1.
Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR 2. Specialized Experience with progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
NOTE: Fields of major undergraduate study can include literature, science and mathematics. For example, individuals with a biology, english composition, physics or engineering majors.
In addition to meeting the Individual Occupation Requirement above, you may qualify based on your experience and/or education as described below: Specialized Experience to Qualify at the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Performing tasks related to the approval and maintenance of research projects including necessary regulatory approvals, decisions, submissions that are tied to protocol execution, data reporting and management.
Performing activities required to conduct single and multi site research in the areas of human subject protection, biosafety, clinical research and the many policies and procedures to adhere to regulatory compliance.
Determining pertinent issues and collecting relevant information from a variety of sources and provides process solutions to R&D and other committee Leadership for approval or, in some cases, independently resolves deficiencies, then implements process solutions.
Initiating and/or reviewing correspondence for all research projects and overseeing the maintenance of project and correspondence files as well as assembling background information, reports, and attachments by obtaining information from staff, literature, and files.
Performing full reviews of local investigators' studies as part of the institutional quality assurance procedures.
OR, Education to Qualify at the GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D.
or equivalent doctoral degree which related to the work of the position or 3 full years of progressively higher-level graduate education leading to such a degree.
(TRANSCRIPTS ARE REQUIRED) OR, Combination of Education and Experience to Qualify at the GS-11: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position.
Only graduate education in excess of a master's or equivalent graduate degree which related to the work of the position may be used to qualify at this level.

The major duties of this position include but are not limited to: Oversees that staff track and follows-up on all initial submissions, continuing reviews, amendments, and reportable events.
The position provides a high level of analytical and procedural skill to perform a variety of complex tasks related to the approval and maintenance of research projects including necessary regulatory approvals, decisions, submissions that are tied to protocol execution, data reporting and management.
The position requires knowledge of the full scope of activities required to conduct single and multi site research in the areas of human subject protection, biosafety, clinical research and the many policies and procedures to adhere to regulatory compliance.
Oversees and refines customized, networked computerized databases to allow for timely tracking of research projects.
Oversees that staff track and follows-up on all initial submissions, continuing reviews, amendments, and reportable events.
Performs analysis of stable work processes to identify reasonable and efficient quality measurements tailored to the activity.
Determines pertinent issues and collects relevant information from a variety of sources and provides process solutions to R&D and other committee Leadership for approval or, in some cases, independently resolves deficiencies, then implements process solutions.
Researches and/or analyzes problems, administrative issues, or program requirements as they relate to animal, human subject or safety research and the research review process.
Performs in-depth research, analyzes operating contingencies and special situations, and applies standard analytical techniques.
