Summary

This job involves managing contracts for health services and support at a military hospital in Jacksonville, Florida, including overseeing contractor performance, developing contract documents, and ensuring everything runs smoothly and cost-effectively.

About the Position: This position is located at NAS Jacksonville at Naval Hospital Jacksonville.

The incumbent will work in the Directorate for Resource Management within the core hours of 6:30am to 4:00pm. This is a Direct Hire Solicitation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes monitoring contractor performance (i.e.

tracking deliverables, reviewing invoices and documenting performance issues, assisting with the development of contract requirement packages (i.e.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in contracting..

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Major Duties:

  • Contract Management: Establishing, administering, and providing technical oversight for all health service and support contracts. This includes developing contract requirements, statements of work, and Independent Government Cost Estimates (IGCEs).
  • Contract Surveillance: Monitoring contractor performance, tracking contract burn rates, conducting audits, and initiating corrective actions or deficiency reports to ensure compliance with contract terms.
  • Contracting Officer Representative (COR) and technical liaison between the MTF, contracting offices, and contractors.
  • The incumbent will provide updates to leadership, assess the acceptability of deliverables, and assist in resolving technical issues.
  • Performing comprehensive program reviews of contract packages, providing strategic recommendations on service contracts to enhance internal capabilities, and ensuring all program objectives are met effectively and economically.
  • Exercising supervisory responsibilities over the Contracting department.
  • Serving as the Mission Partner Identity, Credential, and Access Management system (MPAS) point of contact to manage Common Access Card (CAC) acquisition for contract employees.
