Basic Requirements for Health System Specialist: Specialized Experience: One year of specialized experience which Evaluating and improving clinical or administrative processes by using data analytics and continuous improvement tools such as Lean Six Sigma, A3, or PDCA.

Analyzing and reporting operational data, as well as maintaining dashboards that monitor productivity, patient safety, workload, and resource planning.

Interpreting healthcare policies and accreditation standards, including those issued by organizations like The Joint Commission.

And supporting financial and resource management, which includes budget development, cost analysis, resource forecasting, and workforce scheduling.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Reviewing and evaluating clinical and administrative processes to identify areas for improvement in efficiency, effectiveness, and quality of care.
  • Planning and conducting studies on clinical operations, including collecting and analyzing data related to productivity, patient safety, workload, and budget execution.
  • Assisting in the development and monitoring of operating budgets, performing cost-benefit analysis, and formulating budget recommendations to optimize resource allocation.
  • Managing and forecasting resource needs, including personnel, equipment, and space, and providing recommendations on facility improvements.
  • Monitoring and analyzing changes in clinical and administrative data systems and advising on necessary revisions to data extraction and analysis methods.
  • Providing accurate data to support the development and implementation of new processes and procedures.
  • Collecting, analyzing, and reporting on trended data sets to support decision-making and resource allocation.
