Public Health – Seattle & King County’s Jail Health Services Division is seeking a Health Operations Manager to fill one (1) Career Service vacancy.

This position provides an opportunity for someone who is looking to expand their leadership experience and skill, while being able to apply both technical and people management skills.

Position Summary

The Health Operations Manager (Health Services Administrator II) is responsible for oversight of various health operations activities to support the Jail Health Services division. This position is primarily responsible for the King County Correctional Facility health operations and occasionally provides coverage at the Maleng Regional Justice Center as well. The Health Operations Manager works closely with the RJC Site Operations Manager to oversee other operational responsibilities including management of the division supply team, collaboration and coordination with the Department of Adult and Juvenile Detention (DAJD) for day to day JHS services and activities, and clinic performance oversight. This position is also responsible for the overall management and leadership of the JHS Health Information Management and Administrative Support team.


Background

Jail Health Services (JHS) provides needed health and social services to the incarcerated population located in the King County jails.

The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services.

We care about the patients we serve and their health outcomes.

The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent.

The JHS vision is "Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail".

We are staffed 24 hours per day, 7 days per week, 365 days per year, providing a broad range of health care to all individuals booked into the jails.

For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided.

Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.

JHS staff manage the complex health needs of underserved populations, many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

Our division includes over 250 employees and an annual budget of over $60 million.

Work Schedule
Typical work schedule for this position is Monday through Friday, 6:30am to 3:00pm. Slight hour adjustments may be possible with prior approval from the hiring manager. Some evening, night, or weekend work may be needed on occasion (if you have questions about this, please ask any questions prior to applying). This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.

This position will have the requirement to work from both of the King County adult correctional facilities listed below:

The JHS team works in a hybrid model, with some positions having standard days in the office as well as telecommuting/remote work.

This position currently requires at least three (3) full days per week on site as part of its standard schedule.

The ratio of remote to onsite work will be dependent on business needs and is subject to change.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Management and leadership of the JHS HIMS (Health Information Management Services):
  • Direct supervision and people leadership of two (2) HIMS Public Health Administrative Support Supervisors, as well as others as assigned by division leadership.
  • Collaborate with clinical leaders in Medical, Nursing, Psychiatric Services, and Social Services for medical clinic performance oversight, monitoring, and recommendation setting.
Chair and/or facilitate various meetings and huddles:
  • Staff meeting facilitation which may include, but is not limited to:
    • a daily Tier 2 Operations huddle
    • the bi-weekly Clinical Leadership Team meetings
    • monthly JHS Language Access Team meetings
    • the monthly Emergency Response Committee
  • Participate in other committees and meetings such as the JHS Supervisor and Manager monthly meeting, Monthly Continuous Quality Improvement meeting(s), and any related subgroups as assigned.
  • Serve as liaison/contact working with the Facilities Management Division (FMD) to ensure workspaces are functioning and space is appropriately used for division functions.
  • Serve as liaison/contact working with King County Information Technology (KCIT) for day-to-day technology management support; work with others identified in the division on O365 or other application support related processes.
  • Co-develop and carry out annual disaster response drills.
Serve as JHS Division Continuity of Operations Lead and carry out related duties:
  • Assist in processes related to forecasting division supply and equipment needs and fulfillment.
  • Provide project management or support for assigned or self-initiated projects, including annual updating of the division Continuity of Operations Plan.
  • Monitor performance of program staff; participate in annual performance reviews, investigate complaints, make recommendations based on investigation, which can include discipline, and recommend termination of staff as needed.
  • Assure adherence to labor agreements, participate in the grievance process as needed.
  • Perform other duties as assigned.

Qualifications

  • Experience managing in a health clinical practice or other similar healthcare programs or any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.

The most competitive applicants will have the following experiences and qualifications (Desired):
  • The most competitive candidates will have a degree in Public Health, Health Care Administration, Nursing (or other health profession) or Business Administration and three (3) or more years’ experience managing in a health clinical practice.
  • Demonstrated ability managing staff in a unionized work environment.

  • Demonstrated leadership skills with an ability to be coached and to coach others.
  • Ability to collaborate effectively across multiple jail healthcare service lines.

Public Health – Jail Health Services follows and maintains federal and state requirement standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders.

PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including:
