Job Description

Summary

This job involves leading detailed studies and analyses on health insurance policies for people who qualify for both Medicare and Medicaid, creating educational materials to help them understand their coverage, and coordinating with various groups to improve program alignment.

A good fit would be someone with extensive experience in health policy analysis, strong project management skills, and the ability to communicate complex ideas to diverse audiences like government officials and the public.

Key Requirements

  • At least one year of specialized experience equivalent to GS-13 level, including developing written products like policy memoranda or regulatory text

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Federal Coordinated Health Care Office (FCHCO), Program Alignment Group (PAG).

As a Health Insurance Specialist, GS-0107-14, you will lead complex analyses and special studies related to individuals eligible for both Medicare and Medicaid.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Developing written products or briefings, such as regulatory text, policy memoranda, training materials, or Congressional correspondence; AND Coordinating cross-component or intergovernmental workgroups to evaluate Medicare-Medicaid integrated programs; AND Conducting analyses of legislative proposals, regulatory changes, or operational policies to assess programmatic impact; AND Recommending corrective actions to ensure compliance with statutory and regulatory requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

  • Serve as a technical authority for analyses and special studies of policy issues and topics related to dual eligible individuals (i.e., individuals eligible for both Medicare and Medicaid).
  • Serve as a technical authority in the development of tools, resources and educational materials to increase dual eligible individuals’ understanding of and satisfaction with coverage under the Medicare and Medicaid programs.
  • Represent CMS on matters related to Medicare and Medicaid program alignment by presenting at national conferences, webinars, and technical assistance calls with a variety of internal and external stakeholders.
  • Develop and manages project plans, ensuring timely completion of action items and achievement of critical milestones.
