Base salary range: $62,107 - $80,737
Typical requirements: 1 year specialized experience at GS-10. Ph.D. or equivalent doctoral degree, or 3 years graduate study.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves advising on the planning and management of health care facilities for veterans, including creating strategies for space use, handling leases, and overseeing projects to ensure efficient building operations.
A good fit would be someone with experience in facility planning or real estate management, strong analytical skills, and the ability to work independently on complex projects in a government or healthcare setting.
The incumbent serves as technical advisor and subject matter expert for all facility planning and programming initiatives.
Exercises delegated responsibility for insuring the timely and satisfactory accomplishment of all facility planning projects. Formulates STVHCS strategic and capital plan.
Manages all Enhanced Use Lease (EUL) initiatives, sharing agreements and disposition/divestiture activities. Coordinate and accomplish special projects independently.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Acquired skill of space management to develop space solutions to various health care departmental needs which include redeveloping existing space; adding to existing space; reassigning existing space; creating new space (lease, new construction, etc.) assessing space utilization; determining best use of unassigned space.
Maintaining space inventories; make effective oral and written reports and presentations, prepare and present graphical statistics, present recommendations and conclusions based on analysis and evaluation in a form and manner most useful to management officials; Ability gather, assemble and analyze facts, draw conclusions, devise solutions, and/or conduct informational interviews; address issues and devise insightful recommendations that will result in organizational improvements; plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve significant agency resources, require extensive changes in established procedures, or may be in conflict with other ongoing projects OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level.

Major Duties:
Skill of space management to develop space solutions to various health care departmental needs which include redeveloping existing space; adding to existing space; reassigning existing space; creating new space (lease, new construction, etc.) assessing space utilization; determining best use of unassigned space.
Maintaining space inventories.
Coordinate with VA facility planners, interior designers, medical equipment planners, engineers, logistics, OIT, contracting officers and the respective service and section chiefs to successfully activate each building/space and furniture, fixture, and equipment (FF&E) activation activities.
Effectively communicate and formulate, both orally and in writing, reports and presentations that will be used to provide guidance, advice and recommendations to Health Care System senior leadership.
Knowledge of the different functions and motivations of various employees and groups in the health care delivery system and ability to communicate effectively with each to gather information, present recommendations, and coordinate services.
Ability to make effective oral and written reports and presentations, prepare and present graphical statistics, present recommendations and conclusions based on analysis and evaluation in a form and manner most useful to management officials.
