Full Job Description

1 VACANCY
KANAWHA COUNTY

Under general direction, performs complex administrative and professional work at the advanced level with responsibility for the Office of Nutrition Services.

A complex office within the Bureau for Public Health, which includes the Special Supplemental Nutrition Program (WIC) and WIC Farmers Market Nutrition Program (FMNP).

Directly supervises program professional, administrative, and managerial staff.

On a state-wide basis, assesses, plans, coordinates, implements, and evaluates policies and procedures of the WIC Program through professional and managerial staff.

Oversees the compliance of the WIC Program in adherence to Federal and State policy and procedure regulations. Makes recommendations for policy changes to USDA/FNS.

Responsibilities include the oversight and execution of complex budgets totaling over 35 million dollars to include federal financial reporting and documentation requirements responsible for contracting for the provision of WIC services with local agencies, including contract negotiation, setting of performance standards, and addressing contract issues with local agency administrators.

This position directs the work of several expert level professional level staff, as well as oversight for professional staff subcontracted to provide WIC services statewide.

This position represents the State and Department at National, State, local agencies and advocacy groups on important issues affecting over 35,000 women, infants, and children in West Virginia and may require extensive travel.

The position promulgates and enforces policy and procedures relative to local agency contractors and/or retail grocers and farmers to ensure compliance with federal regulations.

This position is responsible for the management of the West Virginia role in a four state consortium in the ongoing management of the Crossroads State Agency Model (SAM) System and will act in a lead capacity in the Crossroads Users Group, which will absorb other states wishing to adopt the Crossroads system within their own state.

Knowledge of the principles and techniques management including the planning, staffing, developing, reports and knowledge of personnel issues and employment law; knowledge of State and Federal fiscal regulations, policies, and procedures; skills in the area of evaluation, analyzing of data and facts in making administrative and policy decisions.

The ability to plan, direct and coordinate the program and administrative activities.

Duties include establishing and maintaining effective relationships with other government officials, employees, and the public; presenting ideas effectively, both orally and in writing.

Qualifications

Training: Master's degree from a regionally accredited college or university.
OR
Substitution: Bachelor’s degree from a regionally accredited college or university and two (2) additional years full-time or equivalent part-time paid experience as described below may substitute for the required training.
OR
Substitution: Six (6) additional years of full-time or equivalent part-time paid professional experience as described below may substitute for the required training.
AND
Experience: Seven (7) years of full-time or equivalent part-time paid professional experience, four (4) years of which must have been in a program administration capacity.
OR
Substitution: Post-graduate coursework may substitute for the required experience at the rate of fifteen (15) semester hours of education for one (1) year of experience.
