Summary

This job involves leading a team that responds to dangerous chemical, biological, or explosive incidents at the U.S.

Capitol, managing emergency operations, training staff, and ensuring safety protocols are followed.

Key Requirements

  • At least one year of specialized experience at GS-13 level in hazardous materials intervention, prevention, and control programs
  • Hazardous Materials (HM) Technician, HM Officer, HM Safety Officer, and HM Incident Commander certifications from NPQS or IFSAC
  • National Registry of Emergency Medical Technicians certification as EMT, AEMT, or Paramedic
  • Ability to lead CBRNE incident response, including investigation, mitigation, evacuation, and decontamination
  • Experience managing budgets, logistics, policies, and training programs for hazardous materials and emergency medical response
  • Supervisory skills for overseeing specialists and training sworn employees
  • Knowledge of Respiratory Protection Program administration, including medical surveillance, fit testing, and compliance

Full Job Description

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism.

We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

In order to qualify, you must meet the education and/or experience requirements described below.

Applicants must have at least one (1) year of specialized experience equivalent to the CP-11 (GS-13) grade level that was in or directly related to the line of work of the position to be filled.

Such specialized experience includes operating a fully comprehensive hazardous materials intervention, prevention and control program; carrying out extensive contingency plans for containment and evacuation; and/or conducting prevention training designed to eliminate unsafe acts or conditions resulting from CBRNE and WMD incidents.

Applicants must also possess Hazardous Materials (HM) Technician, HM Officer, HM Safety Officer, and HM Incident Commander certifications accredited by either the National Professional Qualifications System Standard (NPQS) or the International Fire Service Accreditation Congress (IFSAC) and be able to display and apply knowledge and training from the certification.

Applicants must also possess one of the following: National Registry of Emergency Medical Technicians certifications; EMT, AEMT, or Paramedic.

Major Duties:

This position is located within the USCP, Assistant Chief of Police for Uniformed Operations, Operational Services Bureau (OSB), Hazardous Incident Response Division (HIRD), Hazardous Materials Response Team (HMRT).

Duties Lead a comprehensive and fully operational Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Incident Response Program by responding to threats and conducting consequence management operations through investigation, mitigation, evacuation, and personnel decontamination.

Manage the USCP Hazardous Materials Response Team, providing emergency response "Life Saving" services.

Plan and monitor the hazardous materials response program, including logistics, budget, and acquisition functions.

Develop policies and procedures, organize operations, perform emergency operations and analysis, and provide recommendations regarding prevention, intervention, and mitigation of hazardous materials incidents.

Supervise specialists who provide training that focuses on development of the knowledge and skills of hazardous materials and emergency medical responders.

Govern the work that involves design, development, delivery, documentation and assessment of training programs pertaining to hazardous materials incident response and recovery by the HMRT staff.

Oversee the Department’s Emergency Medical Response element, guiding the administration and management of training programs for sworn employees to serve as certified emergency medical responders.

Serve as agency liaison with partner entities to ensure compliance with established agreements, procedures, and training required for the emergency medical program.

Serve as the Department’s Respiratory Protection Program (RPP) Administrator responsible for the execution, enforcement, and maintenance of the RPP.

Ensure appropriate medical surveillance, recordkeeping, respirator selection, training, and fit testing for all employees requiring respiratory protection equipment.
