Full Job Description

ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains.

Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S.

access to goods and services central to its national security.

EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume.

ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results.

Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Mandatory Requirements: Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to analysis of economic security and emerging technologies.

Expert knowledge of IC policy and budget processes.

Expert knowledge of at least one of the OESET mission areas (strategic competition, investment security, illicit finance, energy security, sanctions, export controls, digital assets, critical disruptive technologies, or telecommunications).

Superior analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement.

Superior oral and written communication skills including the ability to clearly convey complex information and technical data to all levels of management, and to edit talking points and other inputs for senior leaders.

Innovative and results-oriented leadership within the IC advancing intelligence integration for Emerging Technologies or Economic issues.

Experience representing the IC in engagements with the White House, departments and agencies, Congress, or industry.

Superior interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to intelligence integration; proven ability to work with senior officials, to build and sustain professional networks in a fast-paced, multi-task environment, and to manage competing priorities.

Desired Skills: Expert negotiation, influencing, and conflict management skills; comprehensive ability to resolve complex, cross-component and cross-program issues; superior project leadership skills.

Ability to provide strategic and tactical planning that pertain to personnel and budget policies, regulations, and the development and execution of the best business practice methodologies.

Expert knowledge of IC policy and budget processes on Economic Security or Emerging Technologies. Bachelor's degree or equivalent experience as determined by mission specialty area. Major Duties:

Major Duties and Responsibilities: Lead the integration of the Intelligence Community (IC) on proactive economic security.

Support the National Security Council as the IC focal point on proactive economic security.

Support the Director of the Office of Economic Security and Emerging Technologies (OESET) by facilitating integration of the Intelligence Community's analytic, collection, counterintelligence and supporting capabilities.

In concert with OESET leadership, serve as a primary advisor to the DNI, PDDNI, and MI on proactive economic security issues, including preparing them for policy meetings and foreign and domestic engagements.

Ensure that high-quality talking points and supporting materials are delivered in a timely manner.

Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.

Perform personnel management responsibilities including for subordinate teams and cells, with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Brief senior IC and policy officials, Congressional members and other major stakeholders on proactive economic security-related analytic and collection enterprise issues and emerging trends.

Maintain effective and collegial working relationships with NIC mission management teams and other ODNI counterparts to develop innovative approaches and provide structured recommendations focused on advancing integrated analysis and collection activities.

Partner with other OESET groups to support OESET's proactive mission and ensure the IC is adequately postured to support economic security priorities.

Lead, manage and drive the ODNI core values of Commitment, Courage, and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources.
