The primary purpose of this position is: to serve as an AFSC senior professional multidisciplinary engineer for systems engineering programs, policy, engineering analysis, and technical process improvement across the center.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, .

BASIC REQUIREMENT 0801 General Engineer (You must provide a copy of your transcripts): Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1.

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional Basic Requirements for 1301, General Physical Science (You must provide a copy of your transcripts) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirement for 1550, Computer Science (You must provide a copy of your transcripts) Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.

Specialized experience in supporting Federal Civilian recruiting and talent development efforts by fostering interest in STEM, highlighting career opportunities, and building relationships with educational institutions and community organizations.

Analyzing, evaluating, and developing internal processes, goals and objectives aligned with leadership's vision in support of STEM goals and objectives.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Mastery of advanced concepts, principles and practices in an engineering discipline (i.e.

aerospace, mechanical and electronics) to serve as technical authority in the management and administration for engineering policies, programs and projects to meet requirements of the AF mission in support of weapon systems.

2. Professional knowledge of engineering as demonstrated by a Bachelors of Science degree from an accredited college or university as a minimum. 3.

Knowledge of project management techniques, metrics and experience in functional process engineering project management. 4.

Ability to communicate effectively in the capacity of spokesperson for the Center in the area of functional process engineering, both orally and in writing. 5.

Knowledge of systems engineering policy and process. 6. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems. 7.

Knowledge of a variety of occupational, vocational and career development resources (educational and/or community). 8. Skilled in operations of automated data systems: 9.

An engineering degree at the bachelor's level from an institution with an ABET accredited program in Engineering or a closely related field is highly desired. 10.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 11. The work requires the incumbent to obtain and maintain the appropriate security clearance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Applies the principles and practices of engineering/engineering management to develop, maintain, and implement a staffing plan for the recruitment and accession of Scientist and Engineer (S&E) intern, entry, and journeyman level employees.

Provide career guidance and mentoring to interns, new hires, and journeyman employees within the scientist and engineering career specialties.

Ensure the S&Es develop necessary technical, managerial, and leadership competencies to meet future mission requirements and demands.

Serves as Center Senior Function Officer (CSFO) who has been designated by the Center Senior Function (CSF) to perform a variety of duties and responsibilities, to include ensuring functional policy and standardized processes and procedures are in-place and effective to maximize consistency throughout the Center, while allowing the CSF and other senior leaders to concentrate and focus on strategic mission goals and day-to-day operational requirements.

Provides scientist and engineering expertise as appropriate to independent review teams to resolve complex deficiencies, improve processes, and to ensure activities such as operational use, configuration changes, maintenance repairs and part substitutions do not degrade system or end-item performance.
