Gender Affirming Program Administrator

Tumwater, WA

Monthly Salary Range: $9,276 to $10,318

The Department of Corrections is seeking a highly motivated and qualified individual for the role of Gender Affirming Program Administrator.

This position will report to the Health Services Administrator over Gender Affirming Care.

This position serves as the Administrator providing oversite of implementation and administration of all items agreed upon between the Washington Department of Corrections (DOC) and Disability Rights Washington (DRW) for provision of services to this specialized population of transgender individuals.

This work will be done in collaboration with the Gender Affirming Care providers, Deputy Chief Medical Officer, Director of Behavioral Health and other Health Services leaders and staff with the goal of providing whole person and patient centered Gender Affirming Care with wrap around support.

Requirements

Develop statewide program for the timely delivery of quality gender affirming health care services upholding agency vision and values. This program will:

  • Promote agency values endorsing an environment of integrity, ethical standards, and trust.
  • Partner with the Women’s Division Gender Responsive Administrator to ensure a unified, consistent and collaborative approach and embracing quality assurance.

    The Gender Affirming Care Program Administrator will have oversight for the Health Services provided to this population while the Gender Responsive Administrator will be responsible for the housing, property and security concerns.

  • Adhere to the HCA Transhealth Program regarding eligibility, readiness, assessment and informed consent.
  • Ensure obstacles to care are navigated via a comprehensive/risks/needs approach and collaboration with other healthcare and corrections professionals.
  • In collaboration with the PREA Program Director, analyze PREA information on TG individuals to identify trends, determine priorities and recommend response/solutions where necessary.
  • Develop a complex case board (CCB) to ensure that patient needs are being explored and managed with dignity and respect, convened monthly (needs basis), and chaired by GA Program Administrator in HS and Transgender (TG) Administrator-Operations to cover the men’s and women’s prisons.

    Establish criteria for CCB referrals to be clear and specific to ensure that TG individuals with more complex needs have a focused approach to their care and management.

  • Embrace the partnership with AMEND to ensure the human rights of the TG community in WADOC and ensure that care is dignity driven and public health orientated,
  • Ensure the care management of TG individuals and the welfare and rights of those around them, including MH and custody staff.
  • Make informed decisions using available evidence and intelligence to achieve an outcome that balances risks and promotes the safety of staff and patients alike.
  • Provide advice and guidance to PREA managers on current trends and issues, brief and advise all functional departments to include Reception, Reentry, Programs etc., in relation to understanding and supporting the TG patients in WADOC.
  • Specialist Point of Contact (SPOC) on institutional environments and this disenfranchised population ensuring that all aspects of care are available to WADOC TG patients based on their gender identity.
  • Identifying possible risk factors around the possible victimization of TG patients and implementing measures to mitigate.
  • Write and update relevant Policies, Protocols and Guidelines adhering to WADOCs commitment of providing a safe and humane incarceration for all TG patients
  • Provide strategic oversight to senior managers to include the Chief Medical Officer, Director of Mental Health, Gender Affirming Medical Specialist (GAMS), Deputy Assistant Secretary.
  • SPOC in gender affirming interventions to include HRT, behavioral adaptations, hair removal etc. Understanding that all have an individualized identity. Individual care plans. - direct care services

Manage implementation of the Gender Affirming Care program to include monitoring of patient outcomes.

  • Undertake, chair, monthly multi-disciplinary meetings throughout all the facilities holding TG patients, disseminating information as required within these establishments.
  • Work with a multi-disciplinary set of medical professionals throughout all WADOC facilities, provide guidance to Primary Care Providers (PCPs) on the complexities of GA care, acting as their Specialized Point of Contact (SPOC) for all issues pertaining to TG related care, ensure that PC Providers are aware of the complexities and challenges of these marginalized patients to ensure there is a team-based approach to care.
  • Serve as a role model to correctional staff, colleagues, and patients alike, leading with positivity, passion, with a commitment to social justice for all.
  • Ensure that MDT HQ meetings are furnished with the most up to date information on all Transgender individuals in WADOCs care, acting as the SPOC for those meeting about TG care issues.
  • Ensuring that senior managers are aware of legislation regarding local, regional, national, and European TG care issues thus ensuring quality assurance and quality improvement needs are undertaken and embraced in a pro-active manner.

Community Outreach/Stakeholder Engagement

  • Facilitate and manage the access to peer group support to bolster protective factors for incarcerated TG individuals.
  • Work closely with outside agencies to ensure continuity of care for TG patients, to include organizations who support housing/drug free/ pro-social lifestyles, bolstering protects for the patients when incarcerated and beyond.
  • Extensive experience of promoting agency values to ensure integrity and trust are continually promoted and embraced. Building relationships internally and externally via community engagement.
  • Develop relationships with external agencies in the TG health field, to include government and non-profit agencies. Ensure compliance with social trends. Give consistent and viable options to senior managers in the TG care framework, to include contingency planning and program exploration.
  • Addressing and answering all Ombudsmen inquiries in a timely and efficient manner to ensure continuity of care for TG patients. Ensuring that all stakeholders are aware of the progress and provide strategic oversight when needed.
  • Develop and maintain relationships with healthcare providers in the community who are integral to the service delivery of care to WADOC TG patients.
  • Continually liaises with stakeholders to include TRANSLINE, DRW, WPATH, HCA.
  • Use seasoned communication skills, with expertise in mediation, negotiation, and conflict resolution, to facilitate seamless transitions into the community for TG individuals ensuring that care needs are met via a continuous care services model from custody and beyond.

Direct Support Services

  • Complete comprehensive assessments for TG patients in the care of WADOC to include risks/needs assessment at entry, throughout sentence and into reentry.
  • Collect information from multiple sources to advise GAMS with accurate, up to date information.
  • Guide patients through pre-surgical experiences while they are receiving GA services to include collating and providing relevant materials to patients, ensuring that patients with additional needs have access to information that is accessible for their learning styles and intellectual needs.

  • Collaborate with and advise GAMS on the implementation of healthcare needs related to the TG population.

Supervision and Training

  • Ensure educational needs are being met on various levels to include PCPs, custody staff, mental health etc. Including orientation training for new staff and more specific AIS training which reinforces the need for all staff to understand the importance and impact of TG themes.
  • Advise/direct all Patient Care Navigators (PCN) on the complexities of dealing with the TG population.
  • Ensuring that PCNs meet patients ‘where they are’ in relation to care needs, providing guidance in the use of cultural humility.
  • Foster an environment in all WADOC healthcare environments that is culturally appropriate, ensuring that each patient is approached as an individual with no preconceptions.

Data Management

  • Track information to ensure that TG patients are receiving appointments/encounters in a timely manner in-house and with external providers
  • Oversee the maintenance of the tracking document that holds information/progress off all TG patients in WADOC care.
  • Monitor information/data collated by GA AA3 from all patient care navigators (PCN) holding TG patients, to ensure quality assurance and time management for internal and external carries being carried out in a timely manner.
  • Continually making informed decisions using available evidence to achieve an outcome that balances risks and promotes the safety of staff and patients alike.
  • Preparing comprehensive reports, summarizing information, and ensuring that progress and outcomes are being reported and acted upon.
  • Actions all necessary changes/updates to data collection/collation to ensure a seamless professional system is maintained and accessible at all times.
  • Collate feedback to include self-harm, violence, self-isolation, victimization etc. to meet WADOC priorities on safer custody goals.

Qualifications

Required Qualifications:

  • Knowledge of healthcare needs of transgender individuals
  • At least five years’ experience with working with a caseload of transgender individuals, addressing or planning for their healthcare needs
  • At least 2 years Logistical, Organizational and Leadership experience in a healthcare setting
  • Proficiency using Microsoft Office software (Word, Excel, Outlook)
  • Excellent written and verbal communication skills

Preferred Qualifications:

  • Master’s degree in healthcare administration or related field.
  • Program development skills
  • Experience working within a correctional setting
