PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT DUTY LOCATION: Maneuver Area Training Equipment Site (MATES), CSJTC, Salinas, PR AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Technician Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.

AREA 2 = All indefinite Technician Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.

AREA 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates.

(All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES: As a FUEL DISTRIBUTION SYSTEM WORKER (D2711000),WG-5413-10, you will oversee and perform operations for receiving, storing,transferring, issuing, and accounting for bulk petroleum products needed to support all trainingexercises/missions and the daily requirements of the Garrison Training Center (GTC).

The purpose isalso to provide direction to lower-level employees on how to build and operate tank farms andservice stations.

The organizational location of this position is within Joint Forces Headquarters,Army National Guard (ARNG) Garrison Training Center.

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year in the occupational series 5413 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as receiving stores, transfers, and distributing bulk petroleum products and providing oversight to lower-graded employees; identifying fuel and examine cargo for proper seals, safety regulations, and environment control systems; connecting grounding wire and hoses and activating pumps, valves, and gages during pumping operation; taking temperature reading, determining American Petroleum Institute (API) gravity, and converting volumes of fuel at standard temperature; ensuring gage, scale, and/or meter readings, amounts of fuel received and issued, and fuel invoices are kept on file; performing preventative maintenance checks and services on the fuel distribution system, and obtaining and scheduling required system maintenance tests or repairs; performing daily visual inspections of fuel facilities; checking for proper lighting, fence, and locking systems; conducting daily clean-up of storage sites, equipment, and tools; preparing the monthly bulk petroleum account summary in accordance with regulations; providing guidance on fuel allocations, costs, account balances, and availability; preparing and maintaining standing operating procedures pertaining to fuel and modifies to local forms as needed; serving as the physical key keeper for all petroleum supply responsibilities; preparing forecast fuel requirements and budget estimations for upcoming fiscal year; drawing fuel samples for testing; performing additional test for laboratory analysis.

Major Duties:

  • This position requires military membership in the Puerto Rico Army National Guard (PRARNG).
