Job Description

Summary

This job involves managing U.S.

military sales, financing, and training programs to allied countries, acting as an expert advisor on these international deals, and handling all the paperwork and reporting that goes with them.

It's a key role in the Navy's office that works with foreign partners to ensure smooth delivery of weapons and support.

Key Requirements

  • At least one year of specialized experience at NH-02 level or equivalent in federal, private, or public sector
  • Knowledge of laws and policies on security assistance programs, including sales, leases, grants, and weapons transfers
  • Expertise in developing, implementing, executing, and closing Letters of Offer and Acceptance (LOAs)
  • Proficiency in Microsoft Office applications for reporting and correspondence
  • Ability to manage Foreign Military Sales (FMS), Foreign Military Financing (FMF), leases, presidential drawdowns, grants, Excess Defense Articles (EDA), and training programs
  • Skills in preparing briefings, point papers, country summaries, and spreadsheets for high-level officials
  • Strong problem-solving abilities to address issues impacting program goals

Full Job Description

You will serve as a FMS COUNTRY PROGRAM MANAGER in the Assistant Secretary of the Navy (Research, Development & Acquisition) Navy International Programs Office (Navy IPO) of NIPO FMS FIELD OFFICE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Knowledge of laws and policies pertaining sales, leases, grants, and other weapons transferinitiatives under the Security Assistance Program; knowledge of the development, implementation, execution and closure of Letters of Offer and Acceptance; ability to use Microsoft Office applications.

  • You will serve as a technical authority and advisor to senior level personnel in the Security Assistance Directorate regarding the management of assigned portfolio.
  • You will develop, review, and present a variety of correspondence to high level foreign and U.S. officials.
  • You will manage Foreign Military Sales (FMS)/Foreign Military Financing (FMF) Cases; Leases; Presidential Drawdowns; Grants; Excess Defense Articles (EDA) programs; and Training for assigned coalition partners and allies.
  • You will manage and complete all reporting requirements for individual portfolios to include a variety of point/information papers, country summary papers, briefings and spreadsheets.
  • You will identify and develop ways to resolve problems or cope with issues that affect the accomplishment of assigned program goals.
