In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program, Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes In depth knowledge and skill in applying analytical and evaluative methods and techniques to group-level issues or studies concerning the efficiency and effectiveness of substantive military operations and program management in such areas as war, mobilization, deployment, exercise, command and control, global strike, air refueling, special operations, or similar operations.

Knowledge of the various command entities involved in overall planning and coordination of military operations and the ability to convey complex concepts and technical procedures.

In depth knowledge of workings, characteristics, and composition of agency bomber weapon systems and relationships to other weapons systems and concomitant military operations, strategies, tactics and associated logistics.

In-depth knowledge of complex subjects under study so that conclusions reflect real world environments including a thorough knowledge of Air Force bomber aircraft systems employment.

OR EDUCATION: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In depth knowledge and skill in applying analytical and evaluative methods and techniques to group-level issues or studies concerning the efficiency and effectiveness of substantive military operations and program management in such areas as war, mobilization, deployment, exercise, command and control, global strike, air refueling, special operations, or similar operations.

Knowledge of the various command entities involved in overall planning and coordination of military operations and the ability to convey complex concepts and technical procedures.

Practical knowledge of agency safety and security processes, procedures, and practices.

In depth knowledge of workings, characteristics, and composition of agency bomber weapon systems and relationships to other weapons systems and concomitant military operations, strategies, tactics and associated logistics.

In-depth knowledge of complex subjects under study so that conclusions reflect real world environments including a thorough knowledge of Air Force bomber aircraft systems employment.

Skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency or program criticality.

Skill to research issues and develop courses of action (COA) in the assigned area (i.e.

Flight Operations Program Management) which involve important and sensitive command operational and contingency problems.

Skill to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

Skill to access or locate information through the use of a personal computer and software programs.

Skill to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial flying hour resources PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: To provide a senior Flight Operations and Scheduling Coordinator for theOperations Group.

Manages the creation and execution of the 7th Bomb Wing annual flying hour program.

Coordinates and monitors the preparation of the Monthly Operations Plan (MOP) and ensures its dissemination to wing agencies.

Responsible for the management of 7th Bomb Wing air show requests and support commitments.
