Job Description

Summary

This job is for a Fire Chief overseeing fire protection, emergency services, and safety programs at a naval base in Japan, including managing teams, training, budgets, and investigations to prevent fires and hazards.

It involves a demanding schedule with long shifts and physical fitness requirements in a location with limited medical access.

A good fit would be an experienced fire service leader with strong management skills, relevant certifications, and the ability to handle high-stress situations while working internationally.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent, including managing fire protection trainings, inspections, programs, and preparing annual budgets
  • Possess and maintain DoD, IFSAC, or ProBoard certifications: Fire Officer IV, Fire Inspector II, Fire Instructor II, and Hazardous Material Incident Commander
  • Obtain and maintain a valid U.S. driver's license, host nation license, and complete Emergency Vehicle Operators Course
  • Participate in a physical fitness program and pass an annual physical
  • Ability to perform fire ground management under extreme stress while maintaining alertness, self-control, and emotional stability
  • Work a 60-hour week with a schedule of four 9-hour days and one 24-hour shift, including on-site eating and sleeping facilities

***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** You will serve as a FIRE CHIEF of COMMANDER, NAVAL REGION JAPAN.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: managing, planning and directing fire protection/prevention trainings, inspections, and programs AND preparing annual budgetary plans.

Conditions of Employment continued: Must possess and maintain the following certifications issued by the Department of Defense (DoD), International Fire Service Accreditation Congress (IFSAC) or ProBoard: FIRE OFFICER IV, FIRE INSPECTOR II, FIRE INSTRUCTOR II and HAZARDOUS MATERIAL INCIDENT COMMANDER.

Failure to provide the required document will result to ineligible rating.) You will be required to obtain and maintain a current valid United States driver's license, host nation license and successful completion of an Emergency Vehicle Operators Course.

This position requires participation in a physical fitness program and requires an Annual Physical.

You must be able to perform fire ground management duties under stress when carrying out the scope of this position.

You must be able to maintain alertness, self-control, and emotional stability to lead and direct personnel under conditions of extreme stress.

You will be required to work a 60-hour work week with eating and sleeping facilities provided in accordance with general firefighting practices.

This position requires a work schedule of four 9-hour days and one 24-hour day shift per week. Major Duties:

  • You will provide both administrative and operational management of Fire and Emergency Services assets to include equipment and personnel.
  • You will apply principles and theories of fire investigation to determine causes of fires and recommendations for corrective actions to avoid recurrence.
  • You will modify and structure training and fire prevention programs to provide the utmost benefits of funding and manpower.
  • You will maintain liaison and firm working agreements with the Host Nation Fire Departments and emergency response agencies.
  • You will direct and monitor ongoing efforts to identify and evaluate new hazards.
