MINIMUM QUALIFICATIONS: Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).

HIGHLY QUALIFYING CRITERIA: Bachelor's Degree, or higher, in a financial management related field; Working experience in NAF financial programs; and Possess a Certified Public Accountant (CPA) certification.

Serves as a Financial Management Specialist for Installation Management Command (IMCOM) Headquarters (HQ) Directorate of Family and Morale, Welfare and Recreation (DFMWR) Financial Management Division.
Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets.
Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data.
Develops standard operating procedures for safeguarding cash and fixed assets.
Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections.
Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives.
