Job Description

Summary

This job involves managing budgets, overseeing financial systems, and ensuring smooth operations for the Military Sealift Command's enterprise resource planning tool, known as Navy ERP.

You'll handle tasks like resolving system issues, testing updates, and advising on financial policies to support naval missions.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in budget formulation, defense, review, and reporting of obligations and expenditures
  • Expertise in leading sustainment operations for Navy ERP, covering financial, workforce management, acquisition, and program management processes
  • Proficiency as a Navy ERP system expert for finance, acquisition, workforce, and program management, including trouble ticket management and resolution
  • Experience interpreting and communicating system changes/upgrades, participating in system testing, and providing feedback on defects/change requests
  • Ability to interpret financial policies and procedures, making business process recommendations for Navy ERP and external interfaces
  • Skills in developing and directing resources and policy for command-wide sustainment operations
  • Knowledge of MSC Enterprise Working Capital Fund (WCF) and serving as SME for user management, training, and system management

Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Directorate Maritime Operations (N04), Comptroller Department (N8), Business Management Office (N83), NERP Branch (N834) of MILITARY SEALIFT COMMAND.

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience in the formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures.

Experience in leading MSC-wide sustainment operations for Navy ERP, which includes Command-wide responsibility for mission-critical financial, workforce management, acquisition, and program management processes.

Experience in the MSC Enterprise's Navy ERP system expert for finance, acquisition, workforce and program management, and is responsible for trouble ticket management and resolution; interpreting and communicating system changes/upgrades.

Experience participating in system testing; writing/reviewing/providing feedback on system defects/change requests; and participating as an integrated process team member.

Experience in interpreting financial policies and procedures and making business process recommendations for effective operations within the Navy ERP as well as with external interfaces.

  • You will support to the MSC Enterprise Working Capital Fund (WCF). Serves as an MSC Enterprise system Subject Matter Expert (SME) for sustainment processes within the areas of User Management (UM), Training and Navy ERP system management
