Full Job Description

This position is located in the organizations in Financial Planning & Analysis (FA) organization of Finance (F), Bonneville Power Administration (BPA).

The purpose of this position is to serve as a senior financial analyst and technical expert responsible for planning, organizing, conducting, and leading a wide range of financial analysis activities.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized Experience for this position is defined as: Experience planning, organizing, and conducting diverse financial analysis and evaluation activities to (1) advise management on budgeting, forecasting, rate-setting or capital investment processes, policies; (2) evaluate the effectiveness of client organization budgets and budget management in achieving organizational goals, and (3) develop and implement policies and procedures to improve capital investment decision making and investment monitoring.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

As a Financial Analyst, you will: Serve as a senior financial analyst and technical expert responsible for planning, organizing, conducting, researching, and leading a wide range of strategic and operational financial analysis activities, including quantitative decision support, studies, investigations, and special projects.

Provide cross-BPA financial consulting, cost analysis and an objective third-party review of costs.

Provide detailed financial, statistic, and economic analysis and studies to assist managers and executives in meeting their strategic business objectives and assessing uncertainty and risk as part of agency-wide strategic planning.

Represent the finance organization in cross-agency teams to provide financial expertise to maintain financial integrity.

Plan, lead, and conduct studies of the effectiveness of client organization budgets and financial results to assist managers in determining the extent to which goals and objectives are being captured and achieved in operational budgets.

Lead cross agency teams on special projects to make key agency decisions.
