The Financial Administrative Specialist, serves as a member of the Finance Service and reports to the Chief of Finance Officer.
The incumbent has administrative responsibility and accountability for several financial program activities across the full jurisdiction of the health care system.
The incumbent coordinates and implements all the administrative activities of the service and serves as a technical advisor to the Finance leadership.

GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: experience in accounting or financial operational systems, analyzing reports/data AND applying procedures in compliance with applicable laws and regulations.
OR Applicants may Qualify with Superior Academic Achievement (SAA) for grade GS-7.
If you have been awarded a bachelor's degree (or equivalent undergraduate degree) in a curriculum that is qualifying for this position from an accredited college or university, AND that degree meets one of the following superior academic achievement provisions, you may qualify exclusively based on education: a.
Ranked in the upper 1/3 of your college class or major subdivision at the time you apply; OR b.
earned election to a national scholastic honor society that meets the requirements of the Association of College Honor Societies other than freshman honor societies; OR c.
Earned a grade point average (GPA) of 2.95 or higher on a 4.0 scale based on all completed undergraduate courses or all undergraduate classes completed during the final two years (the final 60 semester hours or 90 quarter hours); or earned a GPA of 3.45 or higher on a 4.0 scale based on all completed undergraduate courses in your major, or all undergraduate courses in your major completed during the final two years.
OR Graduate Education. Applicants may substitute Graduate Education to qualify for grade GS-7.
Applicants may substitute education for experience with at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education from an accredited college or university in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree.
This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position.

Major Duties:
The Financial Administrative Specialist duties include: Provides oversight of the administration of the day-to-day activities in the Finance Service Reviews receipts and payment history documentation to ensure reimbursements do not exceed allowable amounts Communicates with other program coordinators to ensure all documentation is prepared properly Prepares a variety of reports Provides administrative oversight for a wide range of travel related matters Responsible for the management and coordination of duties in the areas of general office administration Develops and plans procedures for achieving and maintaining total quality transaction processing and customer service throughout the business cycle Communicates with vendors with regard to outstanding invoices for all contracts under their purview Monitors financial obligations and expenditures for contractual services Other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
