About this Unit:
The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment and parole.
DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services.
The Division operates ten secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed.
The Division also contracts with numerous private residential and non-residential service providers throughout the State.
For pre-adjudicated youth, the Division is also responsible for the management and oversight of Senate Bill 91-94; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system.
In addition to residential programming, the Division administers juvenile parole services throughout the State.
The Division of Youth Services (DYS) Director's office exists to provide comprehensive administration of the operations of all State-operated institutions, privately contracted residential and non-residential programs, Regional Offices, and centrally managed programming.
The Division Director's office ((Director)) consists of the Division's Central Administration, Medical and
Psychological services, Education services, Assessment, Training and Staff Development, Food Services, Research and Evaluation, Quality Control, Financial Services/Contract Management, and Senate Bill 94 Alternatives to Detention.
The primary administrative functions of the Directors office include:
Creating and executing short and long-term planning initiatives
Development and oversight of Divisional goals and objectives
Liaison with the Governor's Office, Legislature, Legislative Staff, CDHS Administration, Courts and other State Departments
Establishment and monitoring of standards for the provision of services and direct care
Development of policies and procedures
Generating and allocating resources
Collaborating with internal and external entities
Leadership and guidance to the Regional management structure.
The Financial Services Unit is charged with overseeing two major programs within the Division of Youth Services:
1.
Finance & Policy Analysis: This program supports the programmatic needs of the Division by analyzing, formulating, presenting, implementing, executing, monitoring and/or reviewing all aspects of the Division’s $166M budget.
This program employs economic and fiscal analysis and practices to assess the impact of proposed legislation on the Division’s budget/s and/or operations.
This program drafts and reviews budget requests and makes recommendations based on the analysis of the Division’s mission and structure, management, program priorities and funding, and legislative and regulatory mandates or constraints.
This program also assesses and analyzes the political, social, and environmental climates and projections to formulate the Division’s future initiatives and directions in concert with Division effectiveness and efficiency standards.

Procurements and Contracts: This program supports the programmatic needs of the Division by negotiating, implementing, monitoring and managing contracts or interagency agreements to assure effective delivery of goods and services, including monitoring contract compliance and/or contract financial performance to verify contract terms, services to be provided, payment schedules and contract and/or payment process.
This program supports the programmatic needs of the Division by administering contract compliance and performance requirements including prevailing industry practice for similar goods and services and evaluation overall vendor performance.
In both program areas, this work unit exists to ensure continuous quality improvement of all activities.
This includes working in cooperation with the CDHS Budget and Policy, CDHS Contracts and Procurement, CDHS Accounting Divisions, vendors, Joint Budget Committee staff, and Legislative Council Staff.
Please Note: This position has hybrid work arrangements, employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

This position works across all areas of the Division to advise, direct and lead in the area of fiscal management, which includes oversight of the Division’s extensive contracting process.
The position requires skills which are based upon expertise in strategic planning, goal setting, fiscal management and reporting, and knowledge of the State budget, legislative, and contracting processes.
The Director and Associate Directors depend on the information provided by the Director before deciding on broad, critical program policy direction.
This position is a key member to the Division’s Leadership Team. This position reports to the Chief Financial Officer in the Residential and Reintegration Services office.
This position is the Financial Unit Director, who acts strategically on behalf of the Division Director to assure requirements are met to maximize all sources of revenue (i.e., state and federal).
This position coordinates all fiscal management functions and supervises the daily operations of the Finance Unit.
This position identifies key areas for revenue generation and directs staff resources to those areas. This position develops any corrective action plans necessary to maintain funding.
This position oversees and reviews the supervision and preparation of all budget documents for the Division of Youth Services.
This position responds to questions regarding fiscal issues to the Office of Strategic Performance & Budgeting (OSPB) and the Joint Budget Committee (JBC).
This position is responsible for all fiscal notes related to pending legislation that will apply to or affect DYS.
This position is responsible for ensuring that all unit team members work in a manner that is consistent with the Department, Division and unit standards.
This position prepares Position Descriptions, performance plans and evaluations, approves in-state, non-air travel and reimbursement requests and leave slips for direct reports, and approves all financial-related transactions for the Division.
Work strategically on behalf of the Director, Associate Directors, and Division’s Leadership Team to plan, develop and execute a financial operating plan for the Division of Youth Services (DYS), making recommendations for allocations and reallocation of approximately $166 million and 1200+ FTEs.
Provide expertise in the area of budget and financial management, analyze and make recommendations about funding streams, fiscal notes, and provide critical budgetary and financial information to the management of DYS.
Provide day-to-day leadership and direction for DYS Contracts, including development of Division-wide contract management protocols.
Directly supervise 6.0 FTE in the Financial Services unit.
Analyze budget and policy needs against available resources for recommendations to long term financial plans and to determine future funding needs.
Monitor all expenditures within the Division, and provide guidance and technical assistance to over 15 DYS managers on day-to-day management of resources.
Analyze vacancy savings within the Division, and provide recommendations to DYS management regarding potential of filling vacant positions and reallocation of savings.
Manage the internal DYS budget process according to external budget deadlines, and act as primary liaison with central CDHS budget and accounting offices.
Design and improve financial management reporting systems for use throughout the Division. Provide direction to ensure that initiatives enhance DYS’s ability to accomplish its mission.
Financial Oversight and Strategic Planning:This position serves as the financial authority for the Division of Youth Services and has primary responsibility for the day-to-day management of the Division’s budget and financial expenditures.
Following is a list of specific responsibilities of State authority and financial oversight. This position:
Oversees Division operations expenditures statewide
Oversees the construction of business plans for the Division and/or the unit so that team resources are directed toward Division priorities
Develops a strategic plan to maximize all federal and state revenue that aligns with the Division’s vision and mission and programmatic initiatives and goals
Oversees, coordinates and integrates financial and operational policies throughout the Division Oversees and coordinates the budget process for the Division, including drafting decision items Oversees and coordinates the fiscal policy (aka rule) activities of the Division
Oversees and coordinates legislative fiscal activities (i.e., fiscal notes) of the Division
Oversees and coordinates fiscal-related federal regulatory activities of the Division (i.e. Title IV-E) Determines fiscal impact of proposed legislation and that fiscal note analysis forms are done in a consistent manner across the Division and prepares for the Division Director’s review
Interfaces with legislative and/or audit meetings/briefings, which includes contacts with State Legislators, JBC Analyst, Office of State Auditors, CDHS Budget Office, and CDHS Audit Division
Provide day-to-day oversight, leadership and direction to the DYS Contracts function. Ensure appropriate procurement methods are utilized including management of Request for Proposal process, Sole Source, IFB, Doc Quotes, and requisitions.
Oversees and coordinates the provision of technical assistance division wide
Meets regularly to review federal funding and budget issues
Represents the Division for federal reviews related to IV-E and any resulting corrective actions
Supervision: This position provides supervision to one Budget and Policy Analyst III, two Budget Analyst II’s, one Analyst IV, one Contract Administrator III and one Program Assistant II who support program areas for budget management and forecasting, procurement and contracting, fiscal guideline enforcement and Federal revenue determinations and compliance
This position meets individually with direct reports to problem-solve issues, discuss progress, and ensures team processes and program policy development objectives are planned and met including the development of operating procedures and desk manuals.
This position conducts interim and annual performance evaluations with unit supervisors and is responsible to ensure workplace equity and leadership development for staff occurs and maintains staff records.
This position ensures compliance with program monitoring standards, processes, instruments, data collection, and automation systems to track schedules, results, and follow-up actions, authors reports which documents findings, and recommendations for program improvements, trends, and systemic issues, and oversees acceptable levels of performance.
