We are looking for a Federal Compliance Unit Supervisor for the Waiver Administration and Compliance Unit!



We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.

Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office.

Specific discussions about the schedule will be discussed during the offer stage.

Requirements

Position Overview

As a unit supervisor, this position provides direction and leadership to three positions and maintains oversight of the day-to-day operations of the unit, including directly supervising and managing the workload of the units employees; developing a strategic action plan for the unit with emphasis on priority areas, developing and defending decision items in the rule making and legislative processes; and establishing the goals and objectives to meet and further the department’s overall mission.

Oversee long-term care strategies, processes, guidelines, rules, and standards for the unit.

The position is a programmatic expert on long-term care and is also responsible for both managing the work of the unit and determining future programmatic needs.Position is responsible for all supervisory activities, ensuring adequate contract oversight and monitoring, evaluation of contract effectiveness, problem resolution and interface with professional organizations, clients and other stakeholders.

Position is responsible for all aspects of development, implementation and maximization of unit’ performance objectives.

Position serves as the unit’s primary liaison with other Department divisions and sections, state agencies, providers, vendors and advocates to support the Department’s broad program and policy direction regarding the above responsibilities.

Position may travel, including overnight stays, for stakeholder meetings, policy conferences, vendor site visits and related activities (e.g. in-person meetings, trainings).

Key Responsibilities

  • Provide direct supervision of three staff members responsible for administering OCL’s quality and member satisfaction surveys.
  • Guide staff priorities, timelines, and deliverables across survey, regulatory, legislative, and operational workstreams.
  • Ensure compliance with federal survey requirements, including the Ensuring Access to Medicaid Services Final Rule.
  • Oversee implementation of National Core Indicators (NCI) Surveys and other federally required survey activities.
  • Coordinate with internal stakeholders to integrate requirements associated with the Money Follows the Person (MFP) Grant.
  • Manage contracts and external vendors supporting survey administration.
  • Lead implementation of FY 2026–2027 BA70 initiative to transition select contracted survey functions to internal staff and reduce costs.
  • Direct and oversee the unit’s regulatory work, including identifying when updates to the Colorado Code of Regulations (CCR) are required due to policy changes.
  • Provide strategic guidance on timing and sequencing of regulatory changes, considering competing priorities, Medical Services Board schedules, and legislative session timelines.
  • Coordinate with leadership on State Plan Amendments (SPAs), Waiver Amendments, and other programmatic updates impacting regulatory frameworks.
  • Support and influence departmental responses to federal audits, reviews, and inquiries.
  • Ensure alignment between survey activities, regulatory requirements, and federal expectations.
  • Manage contracts, purchase orders, and grants in accordance with C.R.S. 24-106-107(3), as applicable.

Minimum Qualifications

There are two ways to qualify for this position:


Option 1:

Experience Only:


Eight (8) total years of professional experience managing a program in Medicaid, Medicare, state or federal health care policy, or health care oversight, or managing other similar health care programs.



Option 2:

Education and Experience:


Bachelor's degree from an accredited institution in Health Care Administration, Public Health, Public Administration, Health Services, or a related field


AND


Four (4) total years of professional experience managing a program in Medicaid, Medicare, state or federal health care policy, or health care oversight, or managing other similar health care programs.


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred qualifications:

  • Prior state experience related to the duties of this position

  • Prior supervisory experience

  • Experience working with people with disabilities, including stakeholder engagement, direct
    care, or collaborative policy making.

  • Experience monitoring the quality of public programs and implementing program
    improvements.


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
