Base salary range: $147,649 - $221,900

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves helping run the day-to-day operations of a family court, including managing budgets, grants, purchases, and facility projects, while supporting various teams like clerical, security, and finance staff.
It requires working closely with court leaders and county officials to ensure everything runs smoothly and complies with rules.

Range NS17 $39.35 - $60.99 ($81,848 - $126,859. This position is eligible for the 10% addition to pay effective January 12, 2020.
This is a non-merit position. Recruitment for this position will be handled by the Family Court of St. Louis County. Position is eligible for Public Service Loan ForgivenessAn employee in this position and job class performs professional work of marked difficulty. Work is performed under the general supervision of the Director of Operations.
This position will assist with the preparation, entry, and presentation of the Court’s budget to Court en banc, the County Executive Staff, and the County Council.
Work will involve responsibility for grant accounting management, purchase card management as well as the primary liaison with St. Louis County Procurement Department.
This position will work with all capital projects, including construction, contracts, and physical plant improvements. This position will sit on various committees as well as participate in long term needs planning for the Operations Department.
This position will assist with the management, support and special projects for the Operations Department Clerical Services Unit, Facility Services Unit, Security Services Unit, Fiscal Services Unit and Data Unit.
Note: The responsibilities and job duties of this position may vary based on the applicant's expertise in accounting, procurement, grant accounting, budgeting, and general fiscal Court Operations or Facilities Management.
Assists with the planning, organizing, and directing the activities and operations of the Operations Department; develops departmental policies and procedures to ensure legal compliance; establishes short/long term departmental goals, and develops transition plans as needed; conducts analyses of services provided by the department to maximize effectiveness.
Acts as the primary backup to the Director of Operations for all functions in the Operations Department.
Assists with most special projects and planning projects in the Operations Department.
Supervises and administers a work unit(s) in the Operations Department for the Circuit Court of St. Louis County; oversees the technical aspects of the Operations Department and provides expertise in the interpretation and application of complex procedures.
Assist with the preparation and presentation of annual budget for the Court. This includes Family Court, Judicial Administration, Court en banc, Sheriff’s Office and the Court’s IT Department.
Coordinates, develops, reviews, researches and approves budgets, reports, specifications, and payroll to provide adequate funding and ensure compliance with policies and ensure compliance with policies and procedures;
Develops new or improves existing operations procedures; submits recommendations for review and implements approved procedures as authorized or directed.
Writes request for legislation, bid specifications, and acts as a liaison with Department of Public works for major facility and construction projects.
Prepares grant appropriation status reports and periodic recap summaries; compiles various transaction data to reconcile fund appropriation to actual grant amounts; initiates and coordinates grant compliance reviews to ensure expenditures are allowable, reasonable and properly allocated.
Prepares special reports and reviews as requested by higher authorities.
Reviews budget information forwarded from departments and coordinates the preparation of department budgets.
Establishes and maintains proper audit trails control narratives on specialized projects.
Prepares a comprehensive annual report on the Department of Operations activities.
Administers the Court’s purchase card program.
Examples of Other Duties:
Graduation from an accredited college or university with a Bachelor’s Degree in Business or related field and 5 years progressively responsible professional experience in accounting, budgeting, business systems management or facilities management; preferably including one year in a supervisory capacity and 1 year of public sector fiscal experience; or any equivalent combination of training and experience.
