In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions as Administrative and Management Positions and Individual Occupational Requirements (IOR), for GS 1640 Facility Operations Services Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work.

Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations as applicable to training and high-volume facilities.

Knowledge of Air Force and Department of Defense standards to train, inspect, and evaluate the staff in security, safety, fire protection procedures and fire drills and protection, utility management, and proper hazardous waste disposal.

OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities, to include a public museum (EHRI), equipment, and services. 2.

Knowledge sufficient to oversee and implement programs involving the identification and resolution of difficult issues such as preparing budgets for maintenance, repair work, new construction and alteration to facilities and equipment, and determining facilities, equipment, or service deficiencies.

3. Knowledge sufficient to evaluate, enhance, change or develop new services, procedures and processes to increase program effectiveness. 4.

Knowledge of safety and security practices for training facilities and Air Force organizations. 5. Ability to communicate effectively both orally and in writing. 6.

Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain and update documents and records.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: To serve as the Barnes Center for Enlisted Education (BCEE) Campus Facility and Property Program Manager responsible for disparate professional military education facilities, with complexity and variant instructional requirements.

Duties: 1. Directs all work requirements and complex projects for a wide variety of disparate campus buildings, indoor and outdoor, and at various geographic locations.

Leads BCEE facility operations and campus support initiatives. 2.

Oversees facility and property management resources including personnel, service contracts, space utilization, and information resources.

Manages development, modernization and sustainment of BCEE's campus facilities and infrastructure in accordance with the approved Installation Development Plan (IDP), the Base Comprehensive Asset Management Plan (BCAMP), and other plans as applicable.

3. Representative for the BCEE on a variety of campus facility and property management issues and tasks.

Establishes, develops, and maintains effective working relationships with other organizations and customers including but not limited to Air University and the 42d Air Base Wing. 4.

BCEE campus facilities and property procurement, maintenance and contracting manager. Serves as the primary Contracting Officer Representative (COR) for BCEE campus facilities and property. 5.

Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste.
