As a Facility Operations Specialist you will assist the Facility Manager with contract administration, project management and customer service support with the Library of Congress.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Specialized experience is defined as: Serving as technical authority interpreting HVAC design standards and operational theory to ensure reliable performance of complex building systems; Conducting inspections of critical facility systems and evaluating areas of opportunity and improvement; Overseeing personnel responsible for repairs and maintenance of mechanical, electrical and facility systems; and Interpreting and enforcing contract requirements.
Major Duties:
The tour of duty for this position is: Monday through Friday 7am-3:30pm The Facility Operations Specialist performs technical duties requiring practical knowledge of mechanical, electrical, plumbing, chillers, boilers, cooling towers, controls and generators.
As a Facility Operations Specialist you will: Function as Contracting Officer Representative (COR) Identify, develop, and administer contract requirements spanning a diverse range of facilities related needs, which include, but are not limited to stormwater management, electrical, mechanical, plumbing, landscaping, emergency generators, controls, chillers and boilers Review work in progress by external contractors, employees, and maintenance workers to ensure compliance with policies, standards, applicable building codes, and standard construction practices Coordinate and administer designs for small single and multi-purpose projects Develop project specifications, such as cost estimations and procurement documents Perform program management tasks such as developing approaches and processes for correcting regulatory deficiencies Perform project management tasks such as developing project schedules, budgets, and coordination Monitor project goals and objectives for timely completion Identify potential solutions to project challenges Coordinate and collaborate with other trades to achieve project objectives
