Full Job Description

Facilities Manager

Primary Function: Plans, directs and coordinates all operational concerns regarding the school's housekeeping, grounds, and physical plant including maintenance, construction, engineering, utilities.

Supervises staff; ensures proper compliance with governmental codes and ordinances; develops and maintains operations and budget records and reports. Performs direct line work.


Typical Duties and Responsibilities:

1. Plans, direct and coordinate all operational concerns regarding the school's physical plant including maintenance, construction, engineering, utilities, fleet, grounds, housekeeping, etc.

a. Identifies immediate and long-range physical plant goals and objectives. Develop a plan to meet the needs.

b. Plans and implements ongoing preventative maintenance program, including the need for third party maintenance contracts.

c. Ensures that resources are available for the maintenance team to provide a safe working environment for all students and staff.

d. Develops and implements standardized procedures for the operation of physical plant systems, i.e. fire alarms system, electrical systems; water systems; sewer systems, boilers/heating systems, etc.

e. Ensures regulation compliance for asbestos, lead, underground fuel tanks, confined spaces, lockout/tagout, air quality control, etc.

g. Manages the procurement process including preparation of project estimates; maintenance contract procurement; bid specifications and quotation requests for materials, equipment and supplies.

h. Prepares capital register, annual deferred maintenance report, capital budget, institutional roads and other reports in areas of responsibility.

2. Performs direct line work.

a. Performs day-to-day maintenance activities.

b. Complies with all school programs regarding OSHA standards including the use of a respirator as the need is identified.

c. Responds to emergency calls.

d. Maintains continuing review of overall physical plant operations.

e. Inspects buildings, grounds, and equipment to assess repair and replacement needs.

f. Coordinates fleet management including procurement of vehicles and buses, and repair, maintenance of fleet.

g. Develops landscape plans including designs and planting areas.

h. Ensures mowing and snow removal is done in a timely and safe manner.

3. Provides staff leadership for the maintenance staff.

a. Assists in the selection and placement of physical plant staff.

b. Delegates duties.

c .Leads team in problem solving and motivates team to achieve goals.

d. Trains or arranges for training of physical plant staff.

e. Supervises staff performing day-to-day maintenance activities.

f. Supervises staff and contractors performing special projects.

g. Evaluates performance.

4. Performs other administrative duties.

a. Implements school policies and procedures.

b. Manages plant operation and management budget.

c. Reviews costs and assists in preparation of budget requests.

d. Serves as a liaison with governmental agencies and concerned groups with regard to physical plant operations and environmental interests.

e. Maintains Certified Pool Operator designation.

f. Obtain and maintain pesticide and herbicide license through Iowa DNR.

g. Oversight of facility usage program.

5. Maintains a safe environment for students and strives to meet their needs.

6. Supports the school’s strategic plan and adheres to school policies and procedures.

7. Complies with personnel policies.

8. Demonstrates effective interpersonal and communication skills.

9. Demonstrates willingness to support change for the improvement of services to students.

10. Performs other duties assigned by the Director of Business Operations.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
