This role involves leading a center focused on boosting U.S. exports and safeguarding commercial interests in key industries by managing programs and resources.

The person in this position will analyze supply chains, evaluate investments, and use data to guide decisions on trade and national security.

Full Job Description

This position is located in the International Trade Administration (ITA) within the Industry & Analysis (I&A) business unit.

Serves as Executive Director for the Supply Chain Center and is responsible for managing operations and resources for programs that promote U.S. exports and advance and protect U.S.

commercial interests in critical sectors. The incumbent reports to the Deputy Assistant Secretary (DAS) for the Supply Chain Center.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

Demonstrated expertise at the intersection of national security and finance, with experience structuring and assessing financial investments in a wide range of industries, drawing upon prior work experience in the following: (a) multinational investment banking, (b) private equity investment, and/or (c) significant experience with the Department of War working on national security supply chain problem sets.

Demonstrated expert knowledge and experience in identifying and analyzing pertinent data and information critical to improving the competitiveness of U.S. industry in international markets.

This includes analyzing critical supply chains, assessing investment opportunities, and using private sector best practices for market analysis.

Relatedly, demonstrated experience developing data systems, analytical tools, and investment models to inform financial and policy decision-making, and bringing expertise to bear in new initiatives and programs to collaboratively accomplish objectives.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES. Major Duties:

Executes and manages staffing and fiscal allocations for the DAS front office and employs a multidisciplinary staff of International Trade Specialists, Business & Industry Analysts, data scientists and engineers, and policy analysts in various job occupational series Oversees formulation of resource requests and manages a process to continually align Supply Chain Center resources based on opportunities and needs.

Coordinates with the DAS and managing Directors, the Executive Director assists in managing the coordination, tasking, tracking, and execution of subordinate work tasked to the Supply Chain Center on the following: critical supply chain mapping, trade and investment policy development, industry analysis and outreach, market development and access, trade agreements monitoring, enforcement negotiation and implementation and trade and investment promotion.

Provides oversight of the work of various Special Government Employees (SGE) advising the Center and the Assistant Secretary on matters related to supply chain resiliency and industrial strategy.

Provides input and review for critical policy and administrative documents requiring approval by the DAS for Industry & Analysis, A/S, the Deputy Under Secretary for ITA, the Under Secretary for ITA, and other Departmental policy makers.
