The primary purpose of this position is: To serve as the confidential executive administrative specialist in order to provide executive services support in the planning and execution of the daily operations of the Numbered Air Force command section including staff advisory services, travel, and management of the daily protocol functions.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes (1) Coordinating arrangements for visiting dignitaries; (2) using analytical and evaluating methods to develop and improve plans to meet customers and organizational requirements; (3) conducting studies, preparing reports to encourage understanding and recommendations.
OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or L.L.M.
in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of analytical and evaluative methods and procedures and skill in evaluating administrative operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer and organizational requirements.

Knowledge of management and organizational programs, operations, objectives, and policies to conduct studies and evaluate administrative processes and ability to prepare reports/studies to encourage understanding and acceptance of findings and recommendations.
Ability to communicate effectively and efficiently, both orally and in writing. 3. Knowledge of organizations/functions of military units, DoD and U.S.
Government agencies, domestic and overseas, as well as foreign relations and protocol procedures that apply to military and civilian leaders; and of unique customs/courtesies of the international community.
4. Knowledge of budget, personnel, communications, public affairs, logistical support, and security to plan, coordinate, and conduct protocol events. 5.
Ability to locate, assemble and compose information for reports, inquiries and non-technical correspondence using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs.

Knowledge of Joint Travel Regulations, foreign clearance guidance, foreign relations and protocol procedures that apply to military and civilian leaders (foreign and domestic) and the numerous and sensitive nationally unique customs and courtesies of the international community.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Performs a full range of executive administrative specialist duties.
Executive administrative specialist to the Eleventh Air Force Commander, Vice Commander, and Director of Operations in the performance of their official duties.
Serves in the capacity of Confidential Assistant. Participates in special projects and initiatives and performs special assignments.
Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.
