The primary purpose of this position is to to serve as an Executive Assistant and Office Manager.
To serve as the Office Manager and principal advisor on all matters relative to the coordination, integration, and synchronization of staff actions, events, and activities personally affecting and involving the Division Chief and his staff.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions for the GS-0301, Miscellaneous Administration and Program Series.

Examples of specialized experience includes: Experience with administrative concepts, principles, and practices sufficient to perform independently such duties as eliminating conflict and duplication in extensive office procedures; determining when new procedures are needed; systematically studying and evaluating new policies, methodologies, and procedures and recommending acceptance or rejection of their use; studying the administrative activities of the office and recommending a specific restructuring of the way activities are carried out.
OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements are at least 100%.
(NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of administrative concepts, principles, and practices sufficient to perform independently such duties as eliminating conflict and duplication in extensive office procedures; determining when new procedures are needed; systematically studying and evaluating new policies, methodologies; and procedures and recommending acceptance or rejection of their use; studying the administrative activities of the office and recommending a specific restructuring of the way activities are carried out throughout the HQ USAFE-AFAFRICA.
Knowledge of management and administrative principles, civilian and military personnel human resources policies , organizational theory, and technique of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of numerous administrative functions in various organization or throughout HQ USAFEAFAFRICA to identify, analyze, and recommend solutions to problems in administrative procedures, work process, or workload distribution.
Comprehensive knowledge of administrative management guidance published by A4 Directorate and HQ USAFE-AFAFRICA, EUCOM, AFRICOM, other COCOMs, and NATO; comprehensive knowledge of civilian and military protocol, military services regulations and standard of conduct in order to ensure uniform interpretation and implementation to the HQ USAFE AFAFRICA/A4C Division Chief.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of the programs within the HQ USAFE-AFAFRICA and to develop and implement efficient and effective administrative policies and procedures.
Ability to analyze, evaluates, and implements administrative management guidance essential to the direction and operation of the HQ USAFE-AFAFRICA/A4C Division.
Skill in all aspects of written and oral communications and knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as an Executive Assistant to the HQ USAFE-AFAFRICA/A4C Division and Deputy to the Civil Engineer Division Chief and their subordinate Branches Manages the various administrative processes within the HQ USAFE-AFAFRICA/A4C Division and ensure that procedures meet office needs and are consistently understood and followed by the HQ USAFE-AFAFRICA/A4C Division staff Responsible for managing the operational schedule of the HQ USAFE-AFAFRICA/A4C Division Chief and Deputy.
Responsible for the proper handling of telephone calls, messages, short-fused takers, and daily details of HQ USAFEAFAFRICA/A4C Division Chief travel and itineraries, to include request for air craft, arrangement for ground transportation, accommodations, office calls, briefings, and social functions
