Job Duties:

The ES Benefit Integrity Manager direct and manage the Benefit Integrity Claims (BIC) Program for SNAP/TANF Programs for the state.

The purpose of the Benefit Integrity Claims Program is to maintain program integrity by providing methods to ensure that benefit amounts provided to recipients in the SNAP and TANF Programs are accurate according to federal and state policies and based on the recipient's circumstances and that misuses and fraud of program benefits are detected, prevented and ultimately deterred.

Because of this purpose, the Benefit Integrity Claims Program has a significant impact on the agency.


Interprets federal regulations and legislation for the SNAP/TANF programs as it applies to processing recipient claims.

Coordinates state implementation to include maintenance of the SNAP/TANF Benefit Integrity on-line policy manual, memos, broadcast messages, and procedural changes.

Coordinates and assist with development and delivery of Benefit Integrity Claims semi-annual or annual training and monitors recipient claims performance statewide.


Manages and oversees the Benefit Integrity Claims Program to include, the State Benefit Integrity Supervisor, one Benefit Integrity ME Reviewer, one Benefit Integrity Performance Coach, one Benefit Integrity Data Analyst, and two Benefit Integrity Specialists.

Ensure the State BI Supervisor manages the eight Regional BI Supervisors. Ensure that BI ME Reviewer conducts Benefit Integrity portion of the state management evaluations and corrective action plans.

Ensures the Benefit Integrity Data Analyst maintains and updates all the Benefit Integrity claims reports and disseminates them to BI supervisors and ES Regional Team Leaders.

Ensure that one Benefit Integrity Specialist submits possible claim referrals on multiple card requests, takes fraud report calls, monitors social media fraud, and serves as contact for disqualification verification requests from states.

Ensures that one Benefit Integrity Specialist interviews and processes any and all SNAP/TANF employee applications, recertifications, and/or changes.


Coordinates with the USDA/FNS regional/national office for policy clarification, guidance, and federal regulation updates to the Benefit Integrity Claims Program.

Respond to corrective action required by the state to USDA/FNS in reference to federal management evaluation reviews findings in the Benefit Integrity Claims Program.

Develops, requests and coordinates CHIP mainframe and Information Technology support for Benefit Integrity Claims Program. Submits Stolen Benefits Plan as required to FNS/USDA.

Submits the FNS-366B report quarterly to FNS/USDA.


  • Ensures Personal Identifying Information (PII) is properly used, accessed, gathered, shared, and disposed of to protect the agency networks and applications by safeguarding systems, equipment and data.

  • Performs emergency disaster management services to include American Red Cross sheltering and Disaster SNAP duties; performs other related duties as required.

  • Perform other related duties as required.

Requirements

A Bachelor's Degree and four (4) years of professional experience in social service programs, correctional, educational, business administration, general administrative management, or relevant program experience OR A Master's Degree and two (2) years of professional experience in social service programs, correctional, educational, business administration, general administrative management, or relevant program experience.
