Key Requirements

  • One year of specialized experience at CG-11 level or equivalent for CG-12, including counseling, interviewing, and researching to resolve EEO discrimination complaints
  • One year of specialized experience at CG-12 level or equivalent for CG-13, including the above plus conducting EEO training for individuals and groups
  • Knowledge of EEO laws, policies, and guidance such as 29 C.F.R. §1614 and EEOC's MD-110
  • Ability to handle complex cases involving disparate impact, class actions, senior leaders, or sensitive issues
  • Skills in analyzing complaints, recommending acceptance/dismissal, drafting letters, and preparing for hearings/appeals
  • Experience making policy recommendations to prevent EEO violations
  • Relevant paid or unpaid experience, including volunteer work, that demonstrates required competencies

Full Job Description

This position is located in Office of Equal Employment Opportunity and is responsible for conducting investigations of alleged discrimination and/or protected class harassment in the formal EEO Complaint process, in accordance with applicable laws, policies and guidance.

Positions can be filled at any of the locations advertised. Additional selections may be made from this vacancy announcement to fill similar vacancies that occur subsequent to this announcement.

Qualifying experience may be obtained in the private or public sector.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

To qualify for the CG-12, applicants must have completed at least one year of specialized experience equivalent to at least the 11-grade level or above in the Federal service.

Specialized experience is defined as counseling, interviewing, and researching to resolve charges under the purview of the EEO discrimination complaints process.

To qualify for the CG-13, applicants must have completed at least one year of specialized experience equivalent to at least the 12-grade level or above in the Federal service.

Specialized experience is defined as (1) counseling, interviewing, and researching to resolve charges under the purview of the EEO discrimination complaints process and (2) conducting EEO training for individuals and groups across an organization.

At the full performance level, major duties include: Serves as the EEO counselor on challenging cases involving complex and multifaceted issues including cases involving disparate impact, class actions, cases involving senior leaders or similar complicating factors making the case highly sensitive.

Processes formal EEO complaints in accordance with 29 C.F.R.

§1614 and EEOC's MD-110, analyzes formal complaints of discrimination to recommended acceptance and/or dismissal for investigation, drafts acceptance and/or procedural dismissal letters, conducts sufficiency reviews on reports of investigations, and prepares correspondence for hearings and appeals.

Makes recommendations to OEEO management concerning policies that may present a potential violation of EEO or Federal personnel laws, rules or regulations.

Prepares and submits justification to OEEO management in support of recommendations for resolution of complaints involving issues that may have broad impact on FDIC policies, practices and/or that establish precedent.

Collaborates with the Assistant Director and co-workers to identify trends stemming from complaint and/or counseling activity and makes recommendations for preventive actions.

Presents data trends and preventive actions to OEEO leadership, Regional Offices, the Diversity and Inclusion Executive Advisory Council, and FDIC leadership Develops and presents training.

Serves as an expert advisor in matters pertaining to EEO and workplace complaints and investigations.

Presents, supports, and discusses investigative findings or supports and discusses counseling reports.

Coordinates and conducts conferences and meetings to explain EEO policies and principles, the EEO Complaints process, and the prevention of protected class harassment and/or discrimination.
