Job Description

Summary

This job involves leading efforts to promote equal employment opportunities within the U.S.

Cyber Command, including developing policies to prevent discrimination, handling workplace complaints, and advising leaders on fair practices.

A good fit would be someone with experience in human resources or diversity roles, strong skills in mediation and conflict resolution, and a commitment to upholding federal laws on equality in a military or government setting.

Key Requirements

  • One year of specialized experience in developing and implementing EEO policies to prevent and eliminate discrimination
  • Experience processing and resolving individual and class EEO complaints, ensuring cooperation with counselors and investigators
  • Knowledge of federal personnel laws, EEOC regulations, DoD instructions, and Army guidelines for compliance
  • Expertise in Alternate Dispute Resolution (ADR), including counseling and mediation for workplace disputes
  • Ability to provide technical advice and consultation to executives, commanders, and EEO officers
  • Experience educating the workforce on EEO processes, protections, and reasonable accommodation procedures

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Specialized experience would be demonstrated by assisting in the development and implementation of Command EEO policies and procedures to effectively deal with the prevention and elimination of individual and systematic discrimination; processing EEO complaints ensuring full cooperation with EEO counselors and EEO personnel in the fair and prompt investigation and resolution of complaints; and ensuring workforce is aware of EEO processes, protections afforded, and reasonable accommodation procedures and advises management on best courses of action.

Major Duties:

  • Serves as the Equal Employment Manager for the United States Cyber Command, a 4-star led world-wide Joint Combatant Command headquarters comprised of over 1,600 Military and Civilian members.
  • Incumbent serves as a DHA Alternate Dispute Resolution (ADR) program manager and expert in counseling and mediation as applied to a variety of workplace disputes
  • Responsible for technical and authoritative advice and consultation to Deputy Assistant (DA),Executives, Commanders, and Equal Employment Opportunity (EEO) Officers.
  • Ensures compliance with governing federal personnel laws, regulations, Equal Employment Opportunity Commission (EEOC), DOD and DA regulations.
  • Manages and directs the development and implementation of Command EEO policies and procedures to effectively deal with the prevention and elimination of individual and systematic discrimination.
  • Manages the total processing and disposition of all individual and class EEO complaints and ensures full cooperation with EEO counselors and EEO personnel
  • Trains, guides, and assigns tasks to the groups to enable their analyses, identification, and monitoring of EEO barriers, program evaluation issues and initiatives.
  • Determines need for program resources to include manpower, budget, equipment, and initiates action to obtain resources.
