Environmental Specialist 4
Hazardous Waste Management Program
Camp Murray, WA

This position reports to the Environmental Specialist 5 (ES5) for the Environmental Branch in the Construction & Facilities Management Office (CFMO) and is responsible to serve as a senior Environmental Specialist with the primary focus on the management of the Hazardous Waste Program, the Spill Response and Compliance Related Cleanup Program, and the Emergency Planning and Community Right-to-Know Act Program at all WA Army National Guard locations statewide. This is a lead position providing technical guidance to junior staff in the implementation of environmental programs and projects.

This is a civilian position and does not require military service affiliation.

Requirements


Responsible to manage the Hazardous Waste Management Program
  • Identify facility/unit hazardous waste supply and equipment needs.
  • Characterization/profiling of hazardous and non-hazardous wastes in facilities, ensuring proper labeling, preparing, and entering information in designated databases of such wastes, and coordinating for disposal / pick-up by contractors.
  • Responds to and investigates complex or highly technical complaints/violations and inquiries.
  • Plan, develop, conduct, and coordinate data collection and compliance report preparation.

Responsible for environmental compliance inspections and assessments.

Responsible for the management of the Storage Tank Management Program (ACT/UST/MST).

Work collaboratively in a mentoring and coordinating relationship with other members of the Environmental Programs team to achieve objectives put forward by the Environmental Programs Supervisor.

Qualifications


REQUIRED

Two years of experience as an Environmental Specialist 3;

OR

A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or related field,

AND

Five years of professional level experience in environmental analysis/control or environmental planning which includes one (1) year equal to an Environmental Specialist 3 or above, or two (2) years equal to an Environmental Specialist 2.

Additional professional level experience in the above field(s) will substitute, year-for-year for the education requirement. A Master's degree in one of the above fields will substitute for two years of the experience requirement. A Ph.D. in one of the above fields will substitute for three years of the experience requirement.

DESIRED

Certification:
  • DOT Hazardous Materials Transportation Certification.
  • 40-hour HAZWOPER Certification

Experience:
  • Hazardous waste management, NEPA and SEPA and ECOP.
  • Performing complex environmental compliance audits/investigations

Knowledge of:
  • Federal, Tribal, State, and local environmental compliance issues, laws, and regulations.
  • Regulatory Reporting - Experience with completing biennial hazardous waste report submissions.
  • Inspections - Experience conducting environmental inspections of facilities such as vehicle maintenance shops or warehouses.
  • Training - Experience in providing technical training and guidance.
  • Policy and procedure formulation and analysis.

Experience:
  • Hazardous waste management, NEPA and SEPA and ECOP.
  • Performing complex environmental compliance audits/investigations.

Skills & Abilities to:
  • Interpret and follow published safety rules and regulations and understand/communicate industrial safety, fire, and Hazardous Waste Management Program requirements to minimize risk to self, coworkers, and staff and to ensure program and staff compliance.
  • Review and understand technical documents (e.g., plans and blueprints for buildings and infrastructure systems), recognize changes that need to be made, and develop assessments.
  • Ability to take action to meet the needs of others
  • Ability to take action to learn and grow.
  • Use Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, or similar software) to develop documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation:
Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union: This position is covered by a union shop provision - Washington Federation of State Employees.

Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required to obtain base access and will be required upon hire.

Certifications: HAZWOPER 40-hr course (to be completed within 60 days of hiring).

Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be required.

Emergency Assignment: Upon activation of State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Medical Monitoring: Participation in the agency's Medical Monitoring & Survellance Program.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Travel: Regular travel will be required - up to 45% with occasional statewide and overnight stays.
