Serve as a technical expert and as a resource to Program Managers and Division Director, lead the technical aspects of research into the water availability and vulnerability in the State, including hydrological connections between surface and ground water accounting for variations due to geology, water use, and water quality characteristics (i.e., both natural conditions and those impacted by contamination).
Apply research, emerging technology and experience in the generation and analysis of statewide datasets for the development of reports and presentations.
Present research results in publications and presentations to be provided by Program Managers/Division Director to the WV State Legislature to fulfill the agencies responsibilities under the WV Water Resources Management and Protection Act, including recommending modifications to environmental laws to identify critical planning areas needing added protection and management.
Represent the WVDEP on inter-agency commissions, such as the WV Stream Gaging Network, as an agency expert to support the collection of data, interpretation of rules, development of guidance. Coordinate with local, state, and federal agencies on specific projects.
Conduct expert level work in a specialized role related to hydrogeologic modeling and will research multiple complex issues including surface and groundwater connectivity, availability, and vulnerability to contamination in order to fulfill the Agency's mission identified in the Water Resources Management and Protection Act.
Prepares hydrology representation and conducts calibration for watershed modeling to prepare total maximum daily loads and/or advanced restoration plans. Present results to public and stakeholder meetings to inform decision-making.
Assists with aspects of Water Management Plans required by CSR 35-08 as well as develop, refine and/or recommend withdrawal thresholds and policy for regulated and unregulated waters.
Keeps abreast of trends and developments in assigned programs and those in other states and at the federal level; provides recommendations for adapting new methods and techniques in resource management and related potential strategies when desirable.
Excellent communication and presentation skills are required.
Must be able to effectively communicate with a wide range of individuals, agency personnel and the general public.
Strong time management and organizational skills are necessary.
Must have strong interpersonal and written communication skills.
Demonstrated leadership skills, including the ability to work with and motivate others.
Proficient computer skills are required, including use of databases, data entry, and report retrieval.
A flexible schedule is needed, with the ability to work occasional weekends and undertake periodic overnight travel.
Must exercise considerable judgment and independence in the decision-making process.
Experience using computer modeling for hydrologic representations.

Training: Master’s degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.
AND
Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area.
