Job Description

Summary

This role involves leading the Navy's efforts to implement and manage large-scale computer networks, creating policies and strategies to modernize IT systems across the organization.

The person in this position will handle budgeting, provide expert advice on tech issues, and ensure networks align with the Navy's overall goals.

Key Requirements

  • At least one year of specialized IT experience equivalent to GS-13 level, including policy development and IT strategy

This is a public notice flyer to notify interested applicants of anticipated vacancies through the Modified Direct Hire Authority for Certain Personnel of DoD.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In Addition: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience may demonstrate some of the following: 1) Developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; 2) Providing technical advice and recommendations on critical IT issues; 3) Establishing tools and procedures to monitor, track, and report progress toward IT modernization; and 4)Performing analysis, planning, designing, and implementation of the enterprise structural framework to align IT strategy, plans, and systems across the Navy's Information Warfare domain.

  • You will serve as the Navy's Lead Action Officer (AO) for adoption of policies and strategies for implementation of Enterprise Networks, and the Requirements Officer for the Naval Enterprise Network (NEN).
  • You will provide a full range of budget and program management related services across all networks.
  • You will develop strategy, policy, direction, and guidance for adoption of Enterprise IT Services, and network design requirements.
  • You will ensure the established tools and procedures are place to monitor, track, and report Navy Network spending and capabilities.
  • You will develop and implement metrics for communication.
