Job Description

Summary

This job involves supporting engineering projects for Navy facilities by preparing designs, specifications, cost estimates, and contract documents for construction and maintenance work.

It requires hands-on experience in technical planning and ensuring projects meet regulations.

Full Job Description

You will serve as a ENGINEERING TECHNICIAN in the Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: .1) Preparing designs, specifications, engineering layout, and cost estimation recommendations for construction projects across multiple engineering disciplines; 2) Performing redesign and design modifications of systems; 3) Preparing technical engineering specifications and statements of work covering complex technical engineering design or engineering changes for contract bid solicitations; and 4) Supporting the planning, developing, implementing, maintaining, and administering of contracts for construction and maintenance of Public Works facilities.

  • You will write specifications, scopes of work, Requests for Design-Build Proposals, government estimates, and small purchase requirements within the Public Works Department.
  • You will ensure aspects of engineering projects are properly handled for contractual matters.
  • You will plan, develop, and prepare contract specifications for maintenance and construction contracts for the maintenance, repair, or alteration of facilities.
  • You will review maintenance and construction specifications submitted by the Engineers for conformance with Navy regulations for completeness, contractibility, practicability and scope.
  • You will prepare work orders for maintenance and construction indefinite quantity contracts, and prepare small purchase specifications.
  • You will maintain a lessons-learned and a required-contract-changes file for incorporation into new contract specifications.
