Summary

This job involves supporting construction projects for the U.S.

Army Corps of Engineers by handling administrative tasks like processing contractor payments, reviewing documents, and managing files in a field office setting.

Key Requirements

  • One year of specialized experience at GS-05 level for GS-06, including assisting with correspondence, contract documents, processing payments and submittals, and using programs to review/edit documents
  • For GS-07: Additional experience maintaining electronic contract files and using automated systems for contract administration and financial management
  • For GS-08: Experience processing monthly/final payments, reporting construction progress, handling modifications, providing administrative/logistical support, managing Government Purchase Card (GPC), and performing internal audits on property and vehicles
  • No education substitution allowed; must qualify based on experience alone
  • Current permanent Department of Army Civilian Employees eligible for time-limited assignments, promotions, reassignments, or change to lower grade

About the Position: Incumbent will perform construction contract administration duties including the coordination and processing of contract submittals.

To Qualify at the GS-08: Specialized Experience: One year of specialized experience which includes processing monthly and final contract payment estimates, reporting progress of overall construction, processing construction submittals, processing modifications, and providing administrative, GPC, and logistical support to the Project, Resident, or Area Office; managing the office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions with Contracting Division; performing internal audits on property, GOVs, and GPC including coordination with District/Division Logistics Office and budget analyst.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Contracting/Procurement Engineering and Technology Problem Solving GS-06 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

GS-07 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).

GS-08 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Perform construction site visits to verify and investigate contract-related matters and ensure compliance with regulatory and federal laws.
  • Assist in implementing regulations and policies governing assigned activities, identifies applicability for office, and informs supervisor of necessary action to ensure compliance and implements required action.
  • Perform a full range of construction contract administration duties, including the processing of contract submittals, pay requests, and contract modifications to ensure timely approvals.
  • Perform construction contract setup of newly awarded contracts and regular internal audits or reports of Area/Resident office projects in RMS assuring data accuracy and quality to support Design Construction Evaluations Audits or other.
  • Manage office property as an alternate hand receipt holder, maintaining documentation and conducting annual inventories.
  • Manage office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions with Contracting Division as needed.
