This job involves leading complex projects to reduce disaster risks through FEMA's mitigation programs, integrating technology, and advising leaders on program implementation while working with many stakeholders.
A good fit would be someone with strong experience in emergency management or government programs, who enjoys analyzing risks, planning strategies, and collaborating across teams to protect communities from hazards like floods or earthquakes.
The ideal candidate for this position will provide expertise to support Mitigation Division-wide operations, a wide range of highly complex initiatives focused on mitigation programs, technology integration, and utilization, while managing complex projects with numerous stakeholders and varied strategic objectives.
The candidate should have in-depth knowledge of the FEMA Hazard Mitigation Assistance programs, Mitigation Planning and systems of record.
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.
Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Leading complex FEMA projects using advanced analytical and planning methods, AND Supporting program delivery and customer service based on expert knowledge of FEMA programs and regulations, AND Advising division and regional leadership on advanced programs implementation.

What will I do in this position if hired In this position, you will lead emergency management efforts to reduce disaster risk through data analysis, planning coordination, and stakeholder engagement.
Typical assignments include: Serving as a project manager and point of coordination for FEMA regulatory policy pertaining to the Hazard Mitigation Assistance (HMA) program.
Serving as a senior program advisor for the Division and region, coordinating with HQ and other regions along with other Federal Agencies, State, Local, and Tribal Partners.
Providing quality control/quality assurance reviews for HMA program grant applications, project eligibility, and other grant management procedures. What else do I need to know?

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.
All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.
Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
