This position is part of the Philadelphia VA Medical Center emergency management team that identifies and resolves complex resource and healthcare management challenges before, during, and after emergency situations.

Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties in this position, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the Federal service.
Specialized experience is understanding of how regulatory programs are administered to select and apply program evaluation and measurement techniques (data gathering methodologies) in determining compliance with emergency preparedness and management rules and regulations; using a variety of emergency, contingency and operations plans, policies, and directives enough to provide advice and assistance.

Major Duties:
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Oversees and coordinates with Veterans Integrated Service Network (VISN) facilities identifying potential financial opportunities available to support budgetary requirements of the VISN and facilities Comprehensive Emergency Management Program (CEMP).
Coordinates the procurement, utilization and deployment of Network resources and assets including their catchment areas.
Coordinates communication assets ensuring interoperability and interface with local, state and national agencies.
Performs support work for the VISN Emergency Management Program by tracking and procuring contingency supplies and equipment, maintenance of databases and ensuring resources are available and meets mission objectives.
Works with the VISN Logistics team during planning, operations, and logistics activities and reviews for compliance with testing and preventative maintenance requirements of deployable assets.
Ensure VISN staff are informed of their assignment and roles in the Network Emergency Management Plan and all emergency management staff and volunteers are properly trained.
Performs support work in response and recovery plans for internal and external national response/recovery missions.
Assists the Network Emergency Manager in the development of tactical and strategic emergency preparedness plans for the Network.
Aids in the implementation of VISN-wide emergency management training exercising plans to meet local and national program goals and objectives.
Records and maintains data findings derived from exercises and/or real-time incidents. Perform other related duties as assigned.
