This vacancy is for a GS-0089-13, Emergency Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, LANTAREA CONTINGENCY PLANNING SECTION -535 in PORTSMOUTH, Virginia.
GS-13: To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Understanding facility management to aid in continuity operations Leading a multidisciplinary team to achieve planning results Coordinates, collaborates and fosters relationships with multiple entities.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
You will serve as a/an Emergency Management Specialist and be responsible for providing emergency management program oversight and subject matter expertise in: Continuity of Operations (COOP); All-Hazards/All-Threats Contingency Preparedness; emergency management planning; resource management; planning coordinating, and executing exercises and preparedness training; evaluation of exercises, planned events and real-world incidents; use of CG Contingency Preparedness system; and implementation of National Incident Management System protocols when responding to incidents.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Acting as designated LANTAREA Continuity Manager.
Identifies continuity locations and maintains readiness on the locations for incident response. Serving as site and property / equipment manager for LANT local and dispersed COOP Alternate Sites.
Develops, coordinates, and revises the LANTAREA All-Hazards/All-Threats Contingency Preparedness Concept Plan (CONPLAN) 9700, and Severe Weather plan.
Provides guidance, review, and grant approval on Districts' COOP plan, All-Hazard/All-Threats Contingency Preparedness CONPLAN 97XX, and severe weather plan.
Develops detailed Concepts of Exercise, including spending plans and funding justification, for scheduled COOP and/or All-Hazards/All-Threats exercises and events.
Utilizes exercises, planned events and real-world incidents to evaluate and enhance plans and test capabilities.
Coordinates, collaborates and fosters relationships with multiple FSLLT entities, NGOs, international partners, and private sector organizations.
Guide LANTAREA contingency planning integrated planning teams and support LANTAREA teams.
