Full Job Description

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

The incumbent works under direct supervision of the Utilities System Foreman/Operator with Building Service Equipment and Infrastructure knowledge.

The incumbent is delegated technical responsibilities working on highly complex equipment such as the computerized Energy Management System, which is the medical center's centralized environmental monitoring and control system.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. The 1st cut off date for 1st consideration will be 03/27/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

The potential eligibles are then rated against the remainder of the Job Elements: Ability to Do the Work of the Position without More Than Normal Supervision Electronics Equipment Assembly, Installation, Repair Ingenuity Test Equipment - Electronics Troubleshooting (Electronic Equipment) Use Hand and Power Tools - Electronics Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Major Duties:

The Electronic Industrial Controls Mechanic performs duties which include but are limited to: Working on complex equipment such as computerized Energy Management Systems (EMS); understanding phases of computer operations, outlying sensors, and transducers that provide feedback to the computer; Maintaining and calibrating EMS support equipment of high complexity through electronic and pneumatic devices such as controller with unit/unit communications, programmable control modules, water temperature sensors, electronic- to-pneumatic transducers, electronic relays, current sensing relays, and pressure relays; Servicing pneumatic, hydraulic, and digital controls; Performing testing and balancing of the chilled water and HVAC systems to existing systems; and Making necessary adjustments to balance air and water distribution systems.

Work Schedule: 8:00am to 4:30pm, Monday through Friday Position Description Title/PD#: Electronic Industrial Controls Mechanic/PD08430A Physical Requirements: Performance of duties require considerable walking, standing, bending, and lifting of weights up to 50 pounds.

Incumbent must have good color perception and have sufficient dexterity of fingers to be able to insert and adjust small fragile parts in the equipment serviced.

Working Conditions: Most work is performed inside; however, incumbent is always subject to safety hazards such as electrical shock and burns from high pressure steam lines.

Also, incumbent may be exposed to outside weather conditions common to this area.

Other hazards include falls from ladders and moving equipment; exposure to cleaning fluid, asbestos, dust hazardous particles, and abrasions.
