Full Job Description

This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 10 (VISN 10), Battle Creek VA Medical Center (VAMC).

The position is in the Electrical Section of Facilities Management Service (FMS) and works under the direct supervision of the Maintenance & Operations Supervisor (M&O) and is established to provide full-time, first-level supervision to employees and maintain the medical center's electrical systems.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling, and climbing. Incumbent must have good vision, with or without glasses.

May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds.

Incumbent may work from ladders, scaffolding, and/or hydraulic platforms.

This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces.

Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors.

Occasionally subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections.

May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains.

Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner. Major Duties:

Duties of the position may include but are not limited to: Incumbent supervises employees in the Electrical Section and is responsible for the installation, maintenance, and repair of the electrical distribution system.

Systems include, but are not limited to, high voltage switchgear, underground cables, transformers, primary building switchgear, building and street lighting, electrical circuits from the breaker panel to and including the receptacle and uninterruptible power supplies, along with some oversight of low voltage (televisions, etc.) equipment.

Incumbent is responsible for the testing, maintenance and repair of 15 emergency generators, which include numerous automatic transfer switches and associated cabling and equipment; 15 passenger elevators, 1 freight elevator, and 6 dock lifts.

Incumbent must make critical, immediate decisions during equipment and utility outages and must consider the well-being of the patients and staff, as well as the safety of the repair crew, when selecting the best possible course of action to implement for quick and effective repairs.

Incumbent is responsible for maintaining compliance with National Fire Protection Association (NFPA), The Joint Commission (TJC), VA, and other applicable regulatory bodies for electrical and signal systems under the responsibility of the medical center.

Ensures the Battle Creek VAMC complies with VHA Directive 1028, Facility Electrical Power Systems, related policies, and any new or replacement policies for electrical and signal systems.

Ensures that design within the incumbent's area of responsibility, installation, operation, testing, and maintenance of Facility Electrical Power Systems meet or exceed The Joint Commission, NFPA, VA and other applicable requirements, and that all work on this system complies with Occupational Safety & Health Administration (OSHA), NFPA, and VA standards.

Develops for concurrence/nonconcurrence documentation for FMS leadership any requests for deviation from VA and national standards with instructions on requirements for further routing and approval as required by VHA Directive 1028.

Provides input to the Utility Systems Management Plan helping ensure it follows TJC, OSHA, and NFPA requirements.

Develops and reviews work plans minimizing energized work by implementing proper safety precautions, engineering controls and procedures.

Conducts risk assessments when a planned electrical outage cannot be accomplished to determine if the work qualifies as meeting one of the three exceptions in NFPA 70E and OSHA which allow energized work.
