Job Description

Summary

This job involves managing the technical side of elections, such as setting up voting systems, creating ballots, troubleshooting equipment, and using mapping software to handle precincts and data.

It also includes leading vote-by-mail processes, training staff, and preparing reports under tight deadlines.

Full Job Description

Duties may include, but are not limited to the following:
  • Define election parameters in election management system and perform ballot layout for all official, sample, and accessible ballots.

  • Maintain software, hardware and related components required for elections equipment and other automated operational systems.

  • Troubleshoot equipment issues and perform corrective action or arrange for repair as necessary.

  • Monitor and operate proprietary election and commercial software on department server and client terminals, including the creation and maintenance of election databases.

  • Load election and precinct data on all voting equipment and perform logic and accuracy testing prior to all elections as required by the Secretary of State.

  • Fulfill data requests and distribute electronic files, printed maps and/or documents to appropriate state agencies, County departments and/or customers as needed.

  • Assist with developing and maintaining written standards, procedures and written instructions for operating server, terminals and peripherals.

  • Create, edit and maintain the department's precinct map layer, as well as district boundary layers using Geographic Information Systems (GIS) software, coordinating with stakeholders as necessary.

  • Create customized and specialized maps for candidates or committees.

  • Lead Vote by Mail processing by overseeing and participating in ballot intake, signature verification, ballot inspection, tabulation, and other aspects of the official canvass.

  • Assist in maintaining and updating the department web page.

  • Assist in leading and training full-time and extra-help election staff.

  • Analyze and compile data for the creation and presentation of routine and special reports.

  • Perform election night results reporting and maintain other security protocols.

  • Utilize GIS programming to develop web based or desktop applications and perform complex analysis.

  • Research code sections affecting election procedures.

  • Create, edit, and maintain the department's single point address database.

  • Coordinate with other County departments to process annexation requests and address verifications for special district appointments.

  • Perform other job-related duties as assigned.

Requirements

Experience:
Three (3) years of increasingly responsible work experience in computer processes, technical document review.

Education:
Equivalent to completion of the twelfth grade supplemented with college coursework in the Computer Sciences or related field. (Experience in technical and computer operations may be substituted for the college coursework)

Desirable:
Experience involving elections functions.

Qualifications

  • Frequent use of depth perception, peripheral vision and color perception.

  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.

  • Kneel, bend, twist, squat, balance and crawl.

  • Frequent use of hand-eye coordination.

  • Frequent use of data entry device including repetitive hand and arm motion.

  • Occasionally lift and carry up to 40 pounds.

  • Regular attendance is an essential function.

Knowledge of:
  • Familiarity with State and County laws governing the Registrar of Voters office, and holding of elections.

  • Modern office methods, procedures, and equipment.

  • Election procedures and records required of Registrar of Voters office.

  • Automated voting methods and computerization of election returns.

Ability to:
  • Learn/Perform responsible legal clerical work with accuracy, and minimal supervision.

  • Analyze situations accurately and adopt an effective course of action.

  • Establish and maintain cooperative working relationships with others in the course of work.

  • Interpret and appropriately apply laws and regulations relating to voter registration, and conducting elections.

  • Gather data, analyze information, and prepare reports for entities such as Secretary of State, VoteCal, Statewide Database, Election Vendors and Candidates or Committees.

  • Perform clerical support work of above average difficulty involving the use of independent judgment with limited supervision.

  • Read and understand technical material such as California laws and procedures and equipment operation manuals.

  • Use word processing programs to create statistical and narrative reports, correspondence and documents.

  • Maintain and deliver computerized voting equipment.

  • Maintain inventory system of election supplies and equipment.

  • Maintain and perform diagnostics testing of election equipment.

  • Proofread and detect errors in materials being processed.

  • Establish priorities, coordinate and organize work to meet deadlines.

  • Give and follow oral and written instructions.

  • Provide direction to a variety of people assisting during peak election periods.

  • Organize and maintain warehouse space including lifting boxes and equipment, and climbing ladders.
