Job Description

Summary

This job involves helping to plan and manage research and evaluations for career and technical education programs in Pennsylvania's public schools, including working with federal partners and preparing reports on program performance.

You'll support leadership in analyzing data, designing studies, and advising on educational projects to ensure high-quality standards.

Key Requirements

  • Three years of professional educational research experience in descriptive research, or three years of general professional research experience plus specific graduate-level courses in research methodology, sampling and survey techniques, educational psychology, and statistics

  • Experience assisting with coordination on federal mandates, such as those from the US Department of Education, and state accountability systems
  • Skills in preparing reports like the Consolidated Annual Report and planning workshops for school administrators
  • Proficiency in analyzing and evaluating data for performance accountability systems and programs like PA Skills Certificate
  • Knowledge of research design, evaluation methods, and budget monitoring for programs such as NOCTI, Industry Credentialing, and Perkins

Requirements

In this professional education evaluation research position, you will be supporting and assisting the Educational Research Associate 2 with defining, planning, developing, and managing complex and sensitive evaluation research methods, criteria, studies, and the State Performance Accountability System of Career and Technical Education.

You will have the opportunity to assist in coordination with the US Department of Education and the sub-committee of the State Board of Education for Career and Technical Education on issues and mandates for the State Performance Accountability System.

Work involves assisting with the preparation of the Consolidated Annual Report for Career and Technical Education, as well as the planning and implementation of workshops for local school administrators.

Additional responsibilities include:

  • Assisting with the preparation and monitoring of programs and associated budgets for NOCTI, Industry Credentialing, and Perkins
  • Recognizing the appropriate research and evaluation design and methods of analysis for conducting research and evaluation
  • Serving as a consultant on educational research as well as evaluation and educational research design and methodology of various career and technical educational projects
  • Analyzing and evaluating data relating to the State Performance Accountability System of Career and Technical Education and the bureau's role in the PA Skills Certificate (PSC) program

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Telework arrangements are subject to change.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of professional educational research experience involving the performance of descriptive research; or
  • Three years of professional research experience; and one graduate level course each in research methodology, sampling and survey techniques, and educational psychology; and two graduate level courses each in statistics, statistical analysis, and educational measurement; or
  • An equivalent combination of experience and training.
