Base salary range: $41,966 - $54,557

This position is located at the VA Salt Lake City Health Care System in the Education and Learning Resources (E&LR) Department.
This position reports directly to the Designated Learning Officer and is responsible for supporting and offering employee education and training activities.
The position primarily supports employee education & new employee orientation (NEO) activities.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: assisting in the preparation of education and training activities, operating and maintaining training equipment, scheduling rooms or conferences, arranging audio/visual support, and maintaining records and files, knowledge of administrative principles, concepts, policies and objective to ensure program compliance.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (1) full year of graduate education.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (in a related field).

OR, Superior Academic Achievement (SAA): Must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying (i.e.
in a related field) for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision; A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; and Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of assessing individual/group learning needs, planning implementing evaluating and documenting educational and training programs.
The Education Technician must have a working knowledge of the purpose and function of Employee Professional Development including; the ILEAD and its regulations, the VA's objectives, policies, procedures and pertinent regulatory requirements affecting the distribution of information, and copyright laws as they relate to software, graphics, text and other web/internet related topics.
Understand the principles of adult learning and education. Has the ability to assemble and troubleshoot equipment used in the delivery of education, training, and simulation.
Knowledge of the office automation applications running at VASLCHCS including Microsoft Word, Excel, SharePoint, Power Bl, and PowerPoint.
Understanding of Office 365, Mobile technology and Microsoft Teams. Knowledgeable in performance measurement and evaluation theory and procedures to evaluate effectiveness of the training program.
Ability to communicate effectively, both orally and in writing with a variety of audiences, including technical, professional and administrative specialist at all organizational levels.

To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree.

The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Major Duties:
Duties associated with this position include, but are not limited to the following: Coordinates and conducts New Employee Orientation (NEO).
Leads training as the NEO Facilitator, conducting classes, and serve as an independent training facilitator for specifically assigned education topics.
Tracks course completions and communicates with supervisors supporting all employees to adhere with the timeliness of their orientation program; and coordinates with all NEO stakeholders and presenters to schedule and execute the NEO program.
Independently develops, coordinates, instructs, evaluates, and manages non-professional courses which are standardized and well-organized.
Reviews incoming correspondence and determines appropriate action, at times composing/preparing an appropriate answer.
Provides the customer with consistent information according to established policies and procedures. Provide Customer Service to all VA Learners and Customers.
Maintains department inventory and related equipment management.
Communicates and treats customers (veterans, their representatives, visitors, and all staff) in a courteous, tactful, and respectful manner.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Communicates through personal, telephone, and electronic contacts with staff ranging from nurses, physicians, management officials, vendors, and other hospital employees.
Providing advice to managers on program related issues and concerns within administrative departments throughout the hospital.
Trains end users on using learning systems and assists with basic technical issues.
Additionally, provides technical assistance to end users on Talent Management System (TMS) issues and serves as the back-up to the administrator.
Manages filing system for 6-part folders and assigned documentation systems within the department. Additionally, assists supervisors with 6-part folder management and maintenance.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
